The two parties to the conflict in Libya reached on Thursday at the conclusion of the parliamentary talks that took place in the coastal city of Bouznika, south of the Moroccan capital, Rabat, a comprehensive agreement on criteria and transparent and objective mechanisms for assuming sovereign positions with the aim of unifying them," according to the closing statement of the meeting.

According to Libyan media outlets, the dispute over the sovereign positions centers on the appointment of the governor of the Central Bank of Libya, the head of the National Oil Corporation and the commander of the armed forces, as the talks included a delegation representing the Government of National Accord based in Tripoli and another representing the Parallel Authority in the east of the country.

The two parties also agreed to continue the dialogue and "resume these meetings in the last week of this September in order to complete the necessary measures that ensure the implementation and activation of this agreement."

In their statement, the two parties appealed to "the United Nations and the international community to support the efforts of the Kingdom of Morocco aimed at providing appropriate conditions and creating the appropriate climate to reach a comprehensive political settlement in Libya."

The statement warned that the situation in the country at various levels has reached "a very dangerous situation, threatening the safety of the state, its territorial integrity and sovereignty, as a result of negative external interventions that fuel wars and regional, provincial and ideological alignments."

The two delegations, each of which included five deputies, were from the Supreme Council of State in Libya and the Tobruk Parliament which supported the eastern strongman, Field Marshal Khalifa Haftar.

Despite the reaching of this agreement, the Libyans are not optimistic about its results, stressing that it does not differ from previous agreements, nor does it represent all Libyans in light of the major divisions that exist among the active Libyan forces on the ground.

Saleh Afhaima, the Member of the Legislative Committee and Rapporteur of the Displaced Affairs Committee in the Libyan House of Representatives said that Bouznika will be nothing but a new failure that will be added to the long list of failures that all previous initiatives have reaped because it is not wise in anything to follow the same steps and expect to reach a different result.

In a special statement to Hawar news agency, Afhaima added that when it is said that the Bouznika meetings come within the framework of the political agreement, and that they are in implementation of Article 15. Thereof, they are called upon to abide by what this article stipulates in its first and second paragraphs, and perhaps those who read the second paragraph of the aforementioned article knows that it is almost impossible in light of this division that the parliament suffers from for this condition to be fulfilled, which is the condition that two-thirds of the members of the House of Representatives agree to the candidates for the positions referred to in the first paragraph of the same article.

The Member of the Legislative Committee and the Rapporteur of the Displaced Affairs Committee in the Libyan House of Representatives indicated that the Russian and American interventions are not new and will continue as long as we do not sit down as Libyans in all our political spectra, manage our differences democratically and govern our real democracy whose results rejected in 2014 after the last legislative elections were the main reason to reach the country to where it is today.

He stressed: "The situation in Libya needs a radical solution because conciliatory solutions will worsen the situation, and a radical solution will only be a political solution preceded by a security solution through which a mechanism for collecting weapons and criminalizing their use outside the legitimacy of state agencies is established."
