The anniversary of the liberation of al-Baghouz (March 23) represents a historic milestone in eliminating ISIS mercenaries' territorial control. However, it also opens the door to discussion about the continued threat of ISIS, which continues to operate covertly and awaits the right opportunity to rise again, amid the escalating chaos in Syria and its surroundings.

Regarding the reasons preventing the final elimination of ISIS mercenaries, researcher specializing in extremist movements and international terrorism, Mounir Adeeb, said: "There are several reasons for which we can say that ISIS has not been eliminated for us to talk about the organization's return. There was a battle with ISIS, and this battle was fought by many parties."

Munir Adeeb explained: "Iraqi forces may have fought a battle against the extremist organization in Iraq and announced in 2017 that they had eliminated the organization. The International Coalition also confronted the organization, and US President Donald Trump may have announced the elimination of the organization on March 22, 2019. At the same time, the Syrian Democratic Forces succeeded in dealing with the organization and reducing its threat. I believe that the SDF announced on March 23, 2019, that they had succeeded in eliminating the last remnants of the organization, and here we are talking about the city of al-Baghouz."

Adeeb emphasized: "In reality, we have not completely eliminated the organization, so we cannot talk about its return, especially since the confrontation was conducted by air, and there was no confrontation on the ground except through the Syrian Democratic Forces and local security forces in Iraq. The International Coalition Forces did not undertake this role. Therefore, even today, after more than six years, the organization is still alive and continues to carry out qualitative operations. This is a point."

Munir Adeeb noted the second, and most important, point: "Safe havens for the organization still exist, and the political fluidity in Syria after the fall of the Syrian regime provides a safe haven for the organization's cells." The third point: "There are local and regional parties that support the organization and provide it with a nurturing environment. Consequently, the organization now exists with its dormant, active, and operational cells, and they represent a threat to the security and peace of the Arab region and the world."

Regarding the parties benefiting from ISIS's survival, Adeeb believes that "these parties are Islamist organizations close to the organization's ideology, as well as some countries that use the organization politically, and some intelligence agencies that may be collaborating with the organization."

Mounir Adeeb explained that: "Some countries which have rivalries with certain ethnic groups in Syria and through their relationship with ISIS, have sought to benefit politically and support ISIS, especially since the latter was hostile to some Syrian groups and therefore received support. Furthermore, most of the organization's leaders pass through some of these countries to enter Syria and practice their terrorism in the manner we have witnessed."

Regarding what international and regional powers are required to eliminate ISIS, the researcher specializing in extremist movements and international terrorism believes that, given the current political landscape, which suggests that international powers are investing in these organizations and using them extensively for political and seemingly exclusive purposes for these countries, what is required from international and regional positions is the elimination of ISIS and all extremist organizations that provide protection, propaganda, and sponsorship to this organization and other extremist organizations. The confrontation must be military, security, and intellectual.
