The Second National Unity Forum for Syrian Clans and Components affirmed in its final statement that the occupation remains a fundamental and major obstacle to any Syrian solution attempts and projects, and said: “Our hand is extended for peace and our minds are open for dialogue. The blood of a Syrian on a Syrian is forbidden, and belief in democratic values, human rights and citizen freedom.

The Second National Unity Forum for Syrian Clans and Components, which was held today in the city of al-Hasakah in North and East of Syria, with the participation of more than 5,000 individuals, from tribal, religious, political and other backgrounds, ended with a final statement.

The content of the statement read by the sheikh of the Shammar tribe, Mani’ Daham al-Hadi, stated:

“We, the sons of the Syrian tribes and components, held today, on the twenty-fifth of May, the second forum under the slogan (Dialogue, Safety, Construction, for a Unified, Decentralized Syria) in the city of al-Hasakah, under sensitive and extremely important circumstances raging the region and Syria, where we face Great challenges threaten the entity of the Syrian state, its geography, its national cohesion, and its authentic historical diversity.

It is no secret to anyone that the great sacrifices and pure blood made by the components of North and East Syria for the best of its sons and daughters in the face of the worst types of international terrorism and Turkish aggression in defense of honor and land, to preserve its national and social fabric and civil peace through their declaration of Democratic Autonomous Administration DAA with their free and conscious will, on the principle of unity as the basis of diversity, free women had the pioneering and effective role in announcing it and building its structures, as a democratic national asset that dictates our moral duty to preserve, defend, develop and enhance it, through its social contract that outlined the principles of  DAA and its true will to manage its affairs and place it in an administrative and legal direction.

We affirm here that international terrorism as an intellectual, political and military system has not ended yet, and that leaving ISIS and its legacy represented by sleeper cells active daily, thousands of the most dangerous fighters and their families in detention centers and camps, not to mention the fertile environments in which the organization is recreating itself, still constitute a danger. It seriously and truly affects the region and the world, and hampers efforts to find solutions to the Syrian crisis.

Therefore, as we reiterate once again, we cannot say that we have eliminated the international terrorist system except through serious research, in which the Autonomous Administration participates with the international community to search for radical, comprehensive and integrated solutions, and to activate the judicial process to be fair to the rights of the victims’ families and to achieve societal and international justice.

The occupation remains a fundamental and major obstacle to any attempts and projects for a Syrian-Syrian solution. Rather, it worsens the Syrian dilemma through its practice of systematic policies, especially forced displacement aimed at demographic change in the occupied areas, daily practices, and criminal acts, most of which amount to war crimes against humanity, according to international human rights reports. This occupation must be ended in any way, and its effects must be addressed through safe and voluntary return, with international guarantees and the legitimization of human rights.

From this forum, we commend the role of the Syrian tribesmen and components, as they are capable, through their harmony, solidarity, solidarity, and agreement, in finding the factors and components of a comprehensive Syrian solution and consolidating peace and stability in Syria and the region.

We, from this Syrian platform, call on all Syrians to reject violence, extremism, and internal conflicts among the people of the one Syrian nation in order to preserve national cohesion, and to create safe and effective environments and climates to sit around the Syrian-Syrian dialogue table, and to hold an inclusive national forum in which we put the higher Syrian interest and our national issues above all considerations. Accordingly, we see that this role is assigned to the Syrian Democratic Council (SDC) as a comprehensive political and social framework that includes parties, social and ethnic entities, and prominent figures who can be a comprehensive Syrian national umbrella.

Here we must stress once again not to be drawn into hostile policies aimed at creating strife and unrest and undermining the state of stability and security in which we live in light of our Syrian national gains.

Today, in this forum, we have gathered to emphasize some national and internal outcomes, the most important of which are:

1- Our hands are extended for peace and our minds are open for dialogue, through which we seek to build good neighborly relations with the peoples and countries of the region.

2- The blood of a Syrian on a Syrian is forbidden, as we are students of dialogue, safety and construction.

3- Rejecting and fighting terrorism, and rejecting discrimination on the basis of national, religious, and gender.

4- Belief in democratic values, human rights and citizen freedom.

5- Syria is a unified, decentralized state that accommodates all Syrians, with all their components, sects, and backgrounds.

6- Working to issue an amnesty that includes those whose hands are not stained with Syrian blood, and those who have been proven to be rehabilitated and reformed so that they can return and integrate into the framework of their society.

7- Developing and providing daily life services according to the available capabilities and required needs.

8- Giving importance to the agricultural sector, livestock and other important sectors.

9- Reconsidering the issue of internal displacement, whether in camps or host gatherings for those who have a desire to voluntarily return to their original place of residence.

10- Combating drugs by all possible means because of the dangers it poses to the future of the Syrian people.”
