The co-chair of the Foreign Relations Department of the Autonomous Administration of North and East Syria revealed obstacles hindering the implementation of the March 10 agreement with Syria’s transitional government. These include the government’s backtracking on necessary practical steps and its failure to amend the constitutional declaration. She emphasized that continued avoidance of reform complicates dialogue and hinders the achievement of a comprehensive agreement.

During a panel discussion at the Middle East Peace and Security Forum (MEPS 2025) at the American University in Duhok, Ilham Ahmed highlighted the challenges facing the March 10 agreement with the transitional government in Syria, despite nearly a year having passed since its implementation began.

She explained that the main obstacles stem from the transitional government, which accuses the Autonomous Administration of delays, while it has itself taken no practical steps over the past period. Ahmed stressed that any negotiation process requires continuous communication and genuine will, something currently absent from the government side.

Regarding the constitutional declaration, she noted the need to amend it to form the basis of a permanent constitution for Syria’s future. The agreement stipulated the formation of specialized committees to redraft it, but the government has yet to take any steps in this regard.

Ahmed also pointed out that discussions on the form of governance, whether centralized or decentralized, continue, and highlighted the government’s evasion of reform by promoting Local Administration Law No. 107.

She emphasized that dialogue and understanding are the only paths to building a Syria inclusive of all components, sects, and communities. Ahmed reaffirmed the Autonomous Administration’s commitment to implementing the March 10 agreement and its readiness to discuss any proposals put forward by the parties sponsoring the dialogue to reach a comprehensive and sustainable agreement.
