Idlib City Council Chief Ahmad Mohammad Dukhan has resigned from his position following widespread controversy over cutting and digging up several streets that had recently been paved, saying his resignation was due to personal reasons.

Dukhan, head of the Idlib City Council, submitted his resignation after controversy erupted over works involving the cutting and excavation of several recently paved streets in the city.

Dukhan said his resignation was due to personal reasons and circumstances that prevented him from continuing his duties in a manner that satisfied him.

The re-excavation of recently rehabilitated and paved roads drew widespread criticism on social media, with calls for better coordination among service authorities before road-paving projects are carried out.

The controversy coincided with posts criticizing what was described as a waste of public funds resulting from cutting into asphalt shortly after the streets had been paved. It was also reported that the works were linked to a reassessment of the security surveillance camera network's route.

Following the resignation, the Idlib City Council published a message of thanks and appreciation to Dukhan, praising his efforts during his tenure as council chief and his contributions to several projects and issues in the city.

Dukhan became head of the Idlib City Council in August 2025. He had previously served as head of the Syrian Bar Association.
