Forming Union of Municipalities, according to New Social Contract

In its session held on December 12, 2023, the General Council of the Democratic Autonomous Administration of North and East Syria approved the new social contract, and one of the important provisions in the social contract is Clause No. 109 related to establishing the Union of Municipalities of North and East Syria and defining its tasks. Accordingly, after the ratification of the social contract, work began to establish unions of municipalities in the provinces and regions.

According to the old social contract, municipalities were organized under the umbrella of Autonomous Administration,  but in the new social contract, municipalities will be organized independently and under the name of federations at the provincial and district levels.

Within the framework of these endeavors and preparations, the co-chairs, council members and administrators of 57 municipalities in al-Jazera Canton held a meeting in the city of Qamishlo.

During the meeting held yesterday in the King's Hall in the city of Qamishlo, the bylaws of the municipalities of northern and eastern Syria were read. Then the participants discussed the tasks, responsibilities, powers and actions of municipalities.

The Union is run by a council composed of the co-chairs of 57 municipalities. A coordination will also be formed within the council to follow up on the work of municipalities.

The attendees elected Suleiman Arab and Aster Murad as co-chairs of the Union of Municipalities of al-Jazera Canton. The members of the Council and the joint presidency who were appointed will continue their duties temporarily until the municipal elections scheduled to be held in the future.

According to the action plan, municipal unions are scheduled to be established in the Cantons of “Afrin, Shahba, Manbij, Al-Furat, Tabqa, Raqqa, and Deir ez-Zor,” and temporary administrations will be appointed.

The decisions and lists of names of departments that resulted from the meetings will be presented to the People’s Assembly in NE Syria.
