Controversial restrictions spark debate in rural Damascus

A decision issued by the local council of the town of Mneen in the Rural Damascus governorate has sparked widespread controversy after it introduced 28 provisions aimed at “regulating social and public life” within the town. While some have viewed the measures as necessary to restore order, others consider them a violation of personal freedoms.

According to the Syrian Observatory for Human Rights, the decision includes banning the sale of alcoholic beverages, prohibiting the licensing of nightclubs, and imposing restrictions related to dress and behavior in public spaces. It also bars individuals under the age of 18 from driving cars.

Local sources indicated that some of these provisions are not grounded in existing Syrian legislation, prompting observers to view them as an overreach of the authority granted to local councils and an infringement on rights guaranteed by the constitution.

The decision has raised questions about the legality of such measures and the limits of local councils’ authority to impose restrictions affecting the daily lives of residents. Public opinion remains divided, with supporters seeing the move as a step toward addressing social disorder, while opponents warn it could mark the beginning of tighter control over public freedoms.
