Kamiran Ball, the member of the Democratic Union Party in Aleppo, emphasized the agreement signed on March 10 between Mazloum Abdi, the commander of the Syrian Democratic Forces, and Ahmed al-Sharaa, the head of the transitional government in Syria. The agreement aimed to promote peace and stability in the region and facilitate the return of all displaced persons to their cities and towns.

Ball held the transitional government responsible for delaying the return of displaced persons to their areas by failing to ensure their safe return as per the agreement. He stated, "The agreement faces challenges from the Damascus authority."

Ball believes that the transitional government in Syria is still incapable of making decisions independently, as it operates according to the whims of the Turkish occupation, which works to delay the implementation of the agreement’s terms, particularly regarding the issue of displaced persons and their safe return. This is because Turkey refuses to withdraw its mercenaries and bases from the Syrian territories it occupies.

Ball described the Autonomous Administration’s efforts and preparations to resolve the issue of displaced persons as “calculated, political, and organizational steps aimed at ensuring their safe return and restoring the region’s administration to its people, as it was before the occupation.”

For her part, Kibari Walid, the member of the Democratic Union Party, stated that the delay in addressing the return of displaced persons and the procrastination by the transitional government stem from the fact that, there is another party involved in decision-making, namely the Turkish occupying state, which seeks to create tensions in the Syrian arena by keeping its mercenaries in the occupied areas.”

The Autonomous Administration announced the opening of voluntary return for Syrian residents of the Al-Hol camp to their areas, affirming its commitment to providing the necessary facilities for this process while demanding efforts to ensure a safe return for displaced persons from occupied areas with international and UN guarantees.
