The second conference of the Women's Council of the Union of Municipalities in North and East Syria held under the slogan "Women's Community Efforts Ensure the Building of Democratic Municipalities" in Serdem Hall in Hasaka city of Jazira canton, with the participation of 150 delegates, in addition to representatives from the Autonomous Administration and its institutions, the Kongra Star, and representatives from political parties.

The conference began with holding a minute of silence. Then, Siham Qeryo, the co-chair of the Democratic Peoples' Council in the Autonomous Administration of North and East Syria, delivered a speech on behalf of the Women's Coordination in the Autonomous Administration. She emphasized that their meeting today is not merely an administrative occasion, but rather a historic milestone that renews women's struggle for justice, equality, and active participation in managing community affairs.

She said, "On this special day, we gather to celebrate the strength, capabilities, will, and great achievements of women."

Siham pointed out that women in North and East Syria have proven, through years of resistance and work, that they are not only capable of protecting land and identity, but also of managing institutions, formulating policies, and providing a pioneering model of local governance.

She noted that women in the municipalities of North and East Syria are responsible and constitute a fundamental pillar in reshaping society and building a more just and prosperous future.

She emphasized that empowering women in municipalities is a national necessity and a central tool in building a pluralistic, just, and cohesive society.

She continued her speech saying, "We, in the Women's Coordination, believe that the Autonomous Administration is not complete without the presence of active, decision-making women who participate in shaping public policies."

She added, "Therefore, we are working to enhance women's presence at all levels of local administration, from planning to implementation, and to provide a safe environment for work and participation."

She said, "Let us raise our voices and prove that women are not only half of society, but rather its beating heart, guiding mind, and living conscience."

Siham Qeryo thanked every woman working in the municipalities of North and East Syria, saying, "You are today at the heart of decision-making and at the forefront of change. We, in the Women's Coordination, are proud of you, supportive of you, and continuing with you on the path to construction and liberation."

In turn, Berivan Khaled, a member of the Kongra Star Coordination in North and East Syria, emphasized in her speech that the second conference of the Women's Council of Municipalities' Union is held at a sensitive stage for the region and Syria as a whole. She said, "Our meeting today is in itself a message to all regional and international powers that women in the Autonomous Administration are organizing themselves and no one can undermine their will."

She noted that "the free women of the Autonomous Administration have proven their presence in all institutions and decision-making centers at a time when the Syrian government is neglecting women, with their weak and superficial representation in some of its institutions." She continued, "No one can obliterate the will and ambition of Syrian women, especially the women of North and East Syria, who left their mark on the July 19th Revolution, despite all attempts to foil it."

Berivan emphasized that women in the municipalities of North and East Syria have been able to establish a democratic system and occupy decision-making positions under the slogan "Women, Life, Freedom."

She said, "We believe that women can organize themselves more and more and succeed wherever they work."

She noted that women in the municipalities of North and East Syria, despite the difficulties and limited resources available, have been able to build and organize the region and take steps towards its development. She emphasized that they will be able to build a democratic, decentralized, and pluralistic Syria.

On behalf of the Women's Council of the Martyrs' Families Council, the co-chair of the Council in Jazira canton, Hevi Sayyed, delivered a speech in which she confirmed their hope that the conference outcomes would be worthy of the martyrs' blood and the aspirations of the peoples of the region. She said, "We must all preserve the legacy of the martyrs," stressing the need to intensify the struggle to break the isolation imposed on the leader Abdullah Ocalan and achieve his physical freedom.

The conference activities continued with valuing the political situation, reading the leader Abdullah Ocalan's assessments, offering a television program, and reading the bylaws.
