WHO, is it a humanitarian or political organization?

The policy adopted by the World Health Organization (WHO) towards the areas of north and east Syria is inconsistent with all humanitarian principles and charters, Declaration of Alma-Ata - the Ottawa Charter for Health Promotion, and the Kovacs Initiative. Here, a question must be asked: Is the World Health Organization a humanitarian or political organization?

International organizations concerned with human rights, such as the United Nations Children's Fund (UNICEF), the International Committee of the Red Cross, the Landmine Survivors Network, the International Center for Transitional Justice, the United Nations Development Program (UNDP), the International Labor Organization, and the United Nations Educational, Scientific and Cultural Organization (UNESCO ), Doctors Without Borders, Human Rights Watch, Amnesty International, Reporters Without Borders are considered noble organizations because they care about human affairs and rights in the world.

Among these organizations is the World Health Organization whose most important goal is to provide the best possible health status for all peoples, and to achieve this goal, a campaign began in 1998 called (Health for All in the Twenty-First Century).

The World Health Organization relies on the Alma-Ata Declaration of 1978, which says: "Health means physical, mental and social wellness and not merely being free of diseases. It is a fundamental human right that must be fostered by the social and economic sectors in conjunction with the health sector, and it is not acceptable politically, socially and economically the imbalance of health equity among people, especially the developed and developing countries, as well economic and social development is important to achieving health for all. Health promotion is also necessary to maintain economic and social development. People have the right to individual and collective participation in planning and implementing health care programs. The governments are responsible for taking care of its people's health through adequate health and social activities to achieve this goal."

The Ottawa Charter for Health Promotion, established by the World Health Organization in 1986, affirms the urgency to build health public policy, create supportive environments, strengthen community work, develop personal skills, and reorient health care services towards disease prevention and health promotion.

In late 2019, the Corona virus swept through most of the world, claiming the lives of millions of people around the world.

With the emergence of the Corona virus, the fragility of the health reality appeared in most countries, especially America, China and Britain, as these countries recorded the highest rates of deaths and infections in the first months, and now India tops the list. The institutions concerned with the global health field believe that prevention is better than cure, and experts have proposed several methods; imposing a total or partial curfew, the need to follow the rules of social distancing, wearing masks and gloves, using sterilizers and not contacting the infected, etc.

Returning to the World Health Organization whose primary mission is to provide the people of the world with the necessary medical materials, and to send medical equipment and special devices to detect those infected with the Corona virus, and the only region that has not received support from the World Health Organization is the areas of north and east Syria, which are inhabited by about five million people, despite the appeals made by the Health Body of the Autonomous Administration of North and East Syria to the World Health Organization.

Earlier, the Health Body in North and East Syria stressed the need for the World Health Organization to adopt its principles and not to be dragged behind the policies of some countries, and to support the Autonomous Administration areas with medical equipment; however, it paid no attention to the Body's appeals.

Recently, some health centers in the world were able to find vaccines for the Corona virus, and according to this, the World Health Organization, the European Commission and the government of France launched the Kovacs initiative in April 2020, which is a global initiative aimed at equitable access to the Covid-19 vaccine led by the Global Alliance for Vaccines and Immunization (GAVI), The Alliance for Epidemic Preparedness Innovations (CEPI), and the World Health Organization (WHO).

The main goal of the Kovacs initiative is to enable low-to-middle-income countries to have equitable access to Covid-19 testing, treatments and vaccines by July 15, 2020, so that vaccines reach 100 million by March 2021, but they have not achieved the goal and have so far provided 38.5 million doses.

On April 22, 2021, Syria received 256,800 doses of Covid-19 vaccines, which is the first shipment of vaccines to arrive through the Kovacs system, as 203,000 doses reached Damascus, while 53,800 doses were delivered to the occupied area by the Turkish occupation state, and only 645 vaccines were sent to the areas of north and east Syria despite the noticeably high rate of deaths and infections in north and east Syria.

What makes WHO policy different from Turkish, Russian and Syrian policies?

Looking at the policy of the World Health Organization, we see that it is inconsistent with its principles and goals, especially its supreme principle in providing health care to all the peoples of the world, and with the Alma-Ata Declaration that "it is not acceptable politically, socially and economically the imbalance of health justice among people, especially the developed and developing countries."

Likewise, the policy of the World Health Organization is not different from the Russian veto to close the Tel Koçer border crossing to aid entry into the areas of north and east Syria, and the policies of the Turkish occupation state, which has been blocking the water of the Euphrates River for more than 4 months, and cutting off Alouk station's water.
