Mahmoud called on international community to shoulder its responsibilities: Al-Hol camp is great danger

Nuri Mahmoud warned of the consequences of creating senior terrorists from Al-Hol camp in the future, calling on the international community to assume its responsibilities in eliminating the great danger and affirming that security operations are not sufficient to ward off this danger.

Yesterday, the first phase of the Operation "Humanity and Security" launched by the Internal Security Forces in northern and eastern Syria in Al-Hol camp ended last Sunday, March 28th.

In addition, the Syrian Democratic Forces, whose backbone are the People’s and Women’s Protection Units, participated, which led to the arrest of dozens of ISIS mercenaries.

To assess the operation outcomes? On the sidelines of the press conference held in Al-Hol, our agency met the Protection Units' spokesperson, Nouri Mahmoud.

'hard mission'

On the assessment of 5 continuous days of the operation, he said: “Al-Hol camp is large and comparable to Kobane or Derik in size, and the task was difficult, but our forces along with the internal security forces were able, to achieve the desired goal professionally, despite the simple capabilities."

"And they were able, seriously to sweep the camp completely, and achieve the required  80 percent of the desired goals," he added. At a time when we are facing an ISIS terrorist mentality that is still alive among the camp residents, and at a time when they try to hide some of the targets. "

'Danger exists'

Mahmoud stressed that the danger of the al-Hol camp, which houses thousands of ISIS mercenary families, will not end with a security operation or two, and said: "Until now, we can say that the danger remains and continues."

He continued, saying: "We carried out security operations on the ground, but the mentality in the camp did not end, and only through security operations would not end. The mentality continues and has danger, and requires greater measures, as the security process is insufficient to eliminate it."

'Temporary measure'

"The security operation was a temporary measure to end the ISIS dilemma in the camp that requires more stages," he added.

Mahmoud confirmed that Al-Hol camp has become a major burden on the Autonomous Administration and military forces, and said, "The families of ISIS and Al-Hol camp are an international dilemma, and this burden

Noting that this is "a drain on capabilities of the peoples of NE Syria and administration," noting that the administration bears this dilemma despite the fact that the world and the international community have not yet formally handled it seriously."

And he added, "In spite of all that the region and its people, through its administration and its security and military institutions, they carried out the operation successfully."

Attempts to thwart the Operation

Nuri Mahmoud referred to the attempts to thwart the operation in several points of the camp, and said, "The measures taken by the participating forces prevented this, as everyone worked to reach the operation's desired results and goals."

He added, "Everyone played his role well within 5 days without stopping. 5,000 members of the Internal Security Forces and our fighters spared no effort in combing the entire camp."

Other stages'

The YPG's spokesperson indicated that the first phase of the "Humanity and Security" has ended, but there are other stages to follow later.

On what needs to be done to end the danger of the Al-Hol camp, and the implications for the international community, and the countries that have citizens in the camp, Nuri Mahmoud said, "The issue of the Al-Hol camp is very important."

He added, "The international community must deal seriously, legally and ethically with this issue, because the vast majority of those in Al-Hol camp are the families of ISIS terrorists who left the Al-Baghouz area."

And he added, "We consider those ISIS families as civilians, but they are of a very dangerous extremist mentality, and they urge killing under the names of apostates and infidels, and this is a psychological disease."

Pointing out that there is a need to deal with these people from a "mental, intellectual, legal and legal aspect to eliminate this risk."

'Hisbah and Sharia courts'

Nuri Mahmoud indicated that ISIS families in Al-Hol camp established the Hisbah committees and Sharia courts and issue rulings, and during the first three months of this year they killed more than 47 people with weapons and sharp tools.

He described this as "major crimes in this camp," and added, "These families are not controlled due to lack of resources; the international community does not fulfill its responsibilities regarding the dilemma. Unfortunately, this is incorrect reading of the future."

'senior terrorists'

Nuri Mahmoud pointed out to the children and said, "Children in Al-Hol camp are the majority, and there, they are trained in ISIS mentality, and if the ISIS mentality continues in the camp, it will bring out major terrorists."

He called on "the international community to get close to this issue seriously, according to the constitutions of their countries and international treaties and agreements," stressing the need for countries to evacuate their citizens.

Nuri Mahmoud concluded his speech to the agency saying: "There are thousands of indications that can be relied upon to eliminate this mental illness. Therefore, the Al-Hol camp and the families living in it must be viewed as an international dilemma, and its solution should not be evaded."
