6,000 Syrians have left, 300 others enrolled 

Number of Syrian IDPs left al-Hol Camp, to the east of Hasaka, in pursuance of the decision 146 by the Autonomous Administration of North and East Syria, and guarantee by tribal sheiks, that gives allowance to Syrian families to leave, stands now at 6,000, while other 300 prepare themselves to leave the camp in the coming days.

The al-Hol Camp, some 45 km to the east of the city of Hasaka, is one of most dangerous camps worldwide, due to the presence of Syrian, Iraqi and foreign ISISI mercenaries, where it has been scene for unrest and riots, torture, stabbing, killing and attempts to escape.  

The al-Hol Camp was founded in 1991, after the Gulf War, to receive Iraqi refugees, and was re-opened again in the aftermath of the U.S. intervention in Iraq 2003, and after the al-Hol region was liberated in autumn 2015, the camp was again re-opened to receive Syrian IDPs fleeing battles in the areas controlled by Syrian Government Forces, besides Iraqi refugees fleeing battles in Mosul.  

After Baghouz, ISIS last pockets was liberated in March 2019, and thousands of Syrian, Iraqi and foreign families of ISIS surrendered to the Syrian Democratic Forces, the SDF, they were transferred to al-Hol Camp where they were held in private sections to prevent contact with Syrian IDPs and Iraqi refugees.   

Since then, the Autonomous Administration of North and East Syria has been reviewing their security statuses to exit whose hands not stained with blood, and did not  participate[ate in battles.    

The Guarantee System 

At the beginning the al-Hol Camp management depended on the guarantee system to exit the Syrian families, in compliance with understandings of the Tribes Forum that was held at the town of Ain Issa, on May 3rd, 2019,  where sheikhs of tribes and clans decided to guarantee exit by Syrian IDP families, whose hands not stained with blood, that was set off by exiting women and children from the camp. 

The first batch was launched in June 2019, where 800 women and children from the city of Raqqa and outskirts left the camp, then batches were followed up to stand at 27 onees, where IDPs from Raqqa, Deir al-zor and Tabqa left.

The number by guarantee system of tribal chieftains of Syrian IDPs reached 4779 people.   

 

Decision 146 by AANES

On October 10th, decision 146, by the Autonomous Administration of North and East Syria was decreed that gives allowance to willing Syrian families to leave al-Hol Camp, in accordance with the meeting held on October 5th, by the Syria's Democratic Council, Social Affairs and Work Body and Internal Body, after which Syrian families were divided to two categories, those willing to leave and those not, due to personal issues.     

On October 28th, the decision was applied on the ground, where the first batch, of 32 families made up of 117 people from Raqqa and it's outskirts left the camp, after which batches went on, the latest one was conducted on November 16th, in which 120 Syrian families, made up of 515 people, mostly children and women from Deir Al-Zor and it's outskirts,  left the camp, on which the number of Syrian IDPs leaving the camp since October 10th, up to date, reaches 1211, in five batches.

Number of IDPs and refuges at al-Hol Camp

According to latest statistics, by the management of the camp, there are now 23167 Syrian IDPs, of 6451 families, of which 75 ones made up of 300 people are preparing themselves to leave the camp, in coming days, according to officials at the camp.

Besides these Syrian IDPs, there are 8209 Iraqi families, made up of 30606 people, and 2778 foreign families, made up of 9544 people of Arab and European nationalities. 

Worth to note that while Syrian batches of exit proceed, the crisis of Iraqi and foreign ISIS families goes unsolved as their countries of origin refuse to receive them.
