The agreement stipulated that "all democratic patriotic forces must move to joint action to stop the (Syrian) tragedy and the continuous destruction."

The two parties affirmed in the document that they signed, along with the Secretary of the Popular Will Party, Qadri Jamil, Chair of the Executive Committee of the Syrian Democratic Council Ilham Ahmed, that the new Syria is a democratic state that achieves equal citizenship and social justice, and is proud of all its components (Arabs, Assyrian, Kurds, Armenian, Turkmen, Circassians).

The document views Syria’s multiplicity of identities as a rich factor that strengthens its unity and social fabric. Its constitution is democratic, achieving an advanced formula for the relationship between decentralization, which guarantees the people to exercise their direct authority in the regions, achieve self-sufficiency, equitable distribution of wealth and development throughout the country, and centralization in basic affairs (foreign affairs, defense, and the economy).

"A new example within the Syrian political life"

Regarding this, Secretary of the Popular Will Party, Qadri Jamil, said: "We reached the memorandum after direct dialogue and without intermediaries, which lasted for a short period of time. The dialogue was difficult in some points, but we were able to reach understandings and intersections."

He explained, "This is a relatively new example within the Syrian political life of how different Syrian forces can turn sharp corners through dialogue to reach an advanced common understanding without abandoning their convictions and principles."

"Completion the representation of all Syrian political forces"

On the objectives of this memorandum, Jamil said: "The main objective of the memorandum is to provide an additional pillar for building a political solution on the basis of Resolution 2,254. In particular, its aim is to push for the completion of the representation of all Syrian political forces within the solution process, because this is very necessary to ensure a sustainable solution."

Qadri Jamil evaluated the terms of the agreement during his speech, saying: “The memorandum in its essence includes two basic types of ideas; the first we can call them shared general views on some constitutional principles for the coming Syria, that is, shared perceptions about key points in defining the shape of the new Syria. The second is practical ideas and convictions. A joint discussion on how to reach a political solution and the need for all forces to participate in it, and implicitly the Syrian Democratic Council.

He added, "The implementation of these provisions therefore has two aspects: the general constitutional aspect passes through consensus with the rest of the Syrians and the Syrian political forces and within the process of a comprehensive political solution. The practical aspect related to how to ensure the representation of the various forces within the solution is an area for subsequent joint work between us and SDC within the coming weeks."

Jamil said, "It represents a qualitative leap within the political process for two main reasons. The first is that it will lead to an end to the exclusion situation that was hindering the solution as a whole, and the second is that it provides a model and a practical example that the Syrians are able to reach understandings between them through dialogue and without mediators."

It can open the door towards fragmentation and division, what we need is strong centralization in basic affairs that preserves the unity of the country, but at the same time decentralization that gives broad powers to the people in the regions so that they supervise the performance of state agencies and hold them accountable and directly participate in the development process and reap its fair fruits.
