The draft resolution expresses the council's concern about the increasing involvement of mercenaries in Libya, and recalls the international commitments made in Berlin on January 19 to respect the arms embargo imposed on Libya since 2011, "including the cessation of all support provided to armed mercenaries and their withdrawal."

The decision also requires all member states not to interfere in the conflict, or to take measures that exacerbate it without setting a date for voting on the text.

The revised British draft resolution condemns the recent escalation of violence, calls on the parties to adhere to a permanent ceasefire, and calls on UN Secretary-General António Guterres to "express his opinion on the conditions necessary for a ceasefire" and to submit "proposals for its effective monitoring".

The draft resolution indicates the importance of the role of the "African Union, the League of Arab States and the European Union" in resolving the Libyan conflict, in contrast to the first draft of the draft resolution, which merely referred to the importance of the role of neighboring countries and regional organizations in resolving this conflict.

On Thursday, the United Nations envoy to Libya, Ghassan Salama, again condemned, before the Security Council, the presence of unidentified foreign fighters in Libya.

France accused Turkey of not respecting its commitment to the ceasefire understandings reached at the Berlin conference, and of continuing to support armed militias in Libya by sending weapons and mercenaries.

Turkey, which supports the Libyan National Accord Government led by Fayez al-Sarraj, sent thousands of Syrian mercenaries to Libyan territory, the last of which was this week.
