AA General Council discussed its work’s mechanism, took decisions in 1st session

The General Council of Autonomous Administration of North and East Syria held its first session, after swearing the oath in September 6, at the meeting room of the Syrian Democratic Council in Ain Issa district of Tel Abyad / Girê Spî canton.

The General Council was formed on 6 September. The members of the General Council are 70 members representing 7 administrations in North and East Syria, 49 members of the Legislative Councils in the Autonomous Administration areas and the Civil Councils and 21 members of the Technical Council.

Members of the General Council of the Autonomous Administration of North and East Syria and the co-chairs of the council Siham Qario and Farid Atti attended the meeting.

The meeting began with holding a minute of silence. Then, the co-chair of the General Council Siham Qerio delivered a speech welcoming the audience and said, “What history records is the existence of all components and spectra of the people of North of Syria at one hall.”

She pointed out during her speech that the price of the crisis witnessed in Syria is paid by the Syrian people, and that the regional countries that talk about the solutions put forward them in the absence of the Syrians themselves.

Qerio added, “We do not rely on any external force, but on the components of the peoples of Syria, and the United States and the Coalition intervened only after the resistance shown by the People and Women Protection Units (YPG and YPJ) in Kobanî.”

The co-chair Farid Atti then spoke about the session's program which will include forming a system for the sessions, a Legal Committee for the General Council and a preparatory committee to prepare the rules of procedure for the General Council.

After discussion and voting on the system of sessions, the participants agreed to hold bi-monthly sessions as during each month,  two sessions would be held on the 1st and 15th of each month.

And the Legal Committee of the General Council is consisted of 3 persons whose task is to identify the rules, concepts and proposals from the administrations and the people and consider them in addition to considering the laws issued by the Council.  Several people suggested for this purpose announcing them postponed until holding discussions with them and deciding the members of this Committee who must have Bachelor of Law.

The attendees in the session formed a committee to prepare the rules of procedure for the General Council. It is consisted of representatives of the Legislative Bodies of the seven administrations comprising the council, a member of the divan and a member of the joint presidency.

The meeting ended with discussing the Charter of the General Council.

The second session of the Council is scheduled to be held in November 1.
