What Is the reality of this Council, which is the first alternative political organization built inside Syria and carrying a draft solution on the ground?

The Syrian Democratic Council, chaired by Riad Darar and Amina Omar, elected after the third conference of the Council on  July 16 in al-Tabqa city liberated by the Syrian Democratic Forces from IS mercenaries on May 10, 2017, It was founded on December 9, 2015 at the invitation of the TEV-DEM to many Syrian parties.

Cairo conference between the democracy of the north and the racism of the coalition

The Second Cairo Conference was held on June 8 and 9, 2015 in the Egyptian capital itself, in which the Syrian opposition participated in all its forms from the Coalition, the Coordinating Body, Democratic Autonomous Administration, the Syrian National Council and the independents, in addition to the participation of representatives of civil society organizations.

The conference came in a sensitive period of the Syrian crisis, where the opposition forces were in continuous progress and had taken over large parts of the Syrian geography, while the People's Protection Units and the operations room of Wrath of the Euphrates had emerged from the battle of Kobanî recently.

The two-day conference witnessed lengthy discussions between the participating blocs. Due to the lack of time and the inability to discuss the seven and ten items proposed, a committee emerged from the conference, in which a delegate from each bloc participated in the conference to discuss basic items such as item 12 concerning the Kurdish people.

According to one of the attendees, following the conclusion of this committee and its drafting of a unified drafting, some other parties to the Conference, such as the Coalition, rejected the decisions of this committee, which was authorized to enact everything at the conference.

The source pointed out that the delegation of Democratic Autonomous Administration withdrew from the conference because of these arbitrary interventions until it was mediated with the delegation of Democratic Autonomous Administration and discussion of the items again in order to protect the rights of minorities in the north of Syria.

Mustafa Bali, director of the Media Center of the Syrian Democratic Forces and a member of the Autonomous Administration delegation at the Cairo conference said that most of their discussions and the basis of their differences were because of the racism of some parties and not to accept all the opposition factions from the coalition, the coordinating body and the Syrian National Council.

At the end of the conference, the delegation of North Syria participated in the conference on the basic provisions of the draft roadmap, as well as a document on the political solution, the most important of which was the establishment of the Interim Governing Body and the Charter of the National Covenant Which included the adoption of the principle of democratic decentralization, full equality between men and women, guaranteeing the rights of children and the disabled, full separation between the legislative and executive authorities, the recognition of the legitimate national rights of Kurds and other nationalities in Syria and equality between them and all nationalities, including Arab nationalism, equality between the rights of Syrian citizens regardless of nationalism, doctrine, color and sex..

The solutions' perspectives are reversed between Riyadh and Dêrik

The Riyadh Conference was held from 8 to 10 December 2015 in the Saudi capital of Riyadh in order to form a delegation of negotiations with the Syrian regime, with the participation of about 100 personalities from the Syrian National Coalition opposition where many of the parties withdrew from the conference before it was held, such as Qemh stream headed by Haitham Manna, who then told the Arab media Council of the current approved the withdrawal from the conference unanimously after the rejection of representatives of the stream to head to the conference objecting to the participation of Ahrar al-Sham.

The conference which was sponsored by Saudi Arabia and supported by the Qatari and Turkish excluded number of major parties in Syria such as Syria's Democratic Forces and Democratic Autonomous Administration and the entire components such as Kurds and Syriac, the participation of Kurds was limited to the members of the Kurdish National Council under the umbrella of the coalition, While the conference embraced armed mercenaries, such as Ahrar al-Sham and the Southern Front and Jaish al-Islam accused of using chemical weapons on Sheikh Maqsoud neighborhood in Aleppo, which were considered by Saudi Arabia as "revolutionaries"

This conference resulted in the formation of a delegation of negotiations with the regime, but on the contrary, the opposition was more fragmented later in the conference as a result of the intervene of the agendas of the supporting countries in the Syrian file and excluding the Kurds in general.

While the positions differed on the convening of the conference, where the Iranian side considered that the Riyadh conference could lead to the failure of the Syrian talks, "peace" and being outside the Vienna agreement, while Moscow expressed its rejection of this delegation as it was presenting itself as a comprehensive speaker of the Syrian opposition, while Bashar al-Assad finger To the United States and Saudi Arabia on joining of "terrorist gangs" of the negotiations, while Mahmoud Mari, Secretary-General of the National Democratic Action Commission described it as intervene in the affairs of the Syrian opposition.

While the Democratic Autonomous Administration which was excluded from the Riyadh Conference at the request of the coalition - acquitted of the decisions of this conference and confirmed through an official statement issued at the time that it is not interested in any outputs of the Riyadh conference which is does not represent it.

A number of parties and political blocs and politicians in the north of Syria refused to invite the preparatory committee of the Riyadh conference accusing it of bias towards extremism and armed terrorist gangs, according to statements of the National Democratic Alliance of Syria and the statement of Mohi al-Din Sheikh Ali, secretary of the Unity Party.
