Between December 8, 2024, and September 6, 2025, 10,672 people were killed as a result of violence and security chaos, including 8,180 civilians, including 438 children and 620 women, according to the Syrian Observatory for Human Rights.

The Observatory notes the continued impunity and the increasing campaigns of "sectarian incitement and the targeting of activists and human rights defenders," making it more difficult to "rebuild a just state and provide justice to victims."

It reiterates its call to all local and international parties to "protect civilians, hold perpetrators accountable, end sectarian incitement, and build transitional justice institutions to guarantee the rights of all Syrians without exception."
