Alif Aslan, co-chair of the Fuel Committee in Al-Ashrafiyah and Sheikh Maqsoud in Aleppo, explained that the transitional government is tightening its grip on the neighborhoods and has been blocking diesel deliveries for nearly a week, which hinders residents’ mobility.

Aslan compared the current siege on the neighborhoods to that previously imposed by the former Baathist regime, saying: “The members have changed, but the mindset remains the same. The transitional government in Syria must realize the seriousness of these violations, especially regarding the passage of diesel, with winter approaching.”

She noted that in previous years, the committee managed to distribute diesel to residents at the end of summer with great difficulty despite the blockade. She added: “If the transitional government continues to prevent diesel from reaching the neighborhoods, we will be unable to distribute it, as the reserve stock serves both the service and health sectors and powers generators supplying homes with electricity. Its depletion would create a major problem.”

On April 1 of this year, the General Council of Sheikh Maqsoud and Al-Ashrafiyah neighborhoods signed a 14-point agreement with the transitional government in Syria. However, the government has failed to adhere to the agreement and its provisions.

Aslan emphasized that the transitional government’s violations of the agreement threaten the security and safety of the region and public peace.

Article 3 of the agreement stipulates that the Ministry of Interior of the transitional government, in cooperation with the internal security forces in the neighborhoods, is responsible for protecting residents and preventing any attacks or violations against them.

Article 8 guarantees freedom of movement for neighborhood residents and prohibits pursuing anyone who had been wanted prior to the agreement, provided they had not committed acts of violence against Syrians.
