Ocalan’s message addressed the report prepared by the National Unity, Brotherhood, and Democracy Committee in the Turkish Parliament regarding the Kurdish issue and its outcomes.

The message contained important evaluations of the committee report, with Ocalan emphasizing that the report marks a new beginning.

It reminded that the committee announced its report and that its publication has become a central issue on the agenda in Turkey, the region, and globally, highlighting its political significance.

“I thank everyone who contributed”

The message noted that the report resulted from a dialogue process initiated in İmralı, with the will of Recep Tayyip Erdoğan and at the invitation of Devlet Bahçeli.

Ocalan called on all relevant parties to acknowledge this fact and implement the legal, organizational, and practical requirements indicated in the report. Doing so, he said, would ensure that weapons are permanently removed from the agenda. He expressed gratitude to all parties and their supporters and specifically honored the late comrade Serî Serîa Önder, who lost his life working for the peace process.

The message stressed that the ongoing dialogue in İmralı represents a serious struggle sustained through the dedicated efforts of those seeking a free future. It cautioned against evaluating this report like previous parliamentary reports, as doing so would strip it of its historical significance. It stressed that democratic building cannot be achieved through arms and conflict but through dialogue and understanding. With legal guarantees in place, no one would resort to violence, and even if they did, isolation would prevent impunity. The next phase will be determined by a political, not military, agenda.

Ocalan addressed the issue of brotherhood between Kurds and Turks, noting that the official report tackled this matter for the first time in such a manner, calling it an important step. He stressed that the primary political task now is to establish the necessary legal arrangements, warning that a lack of struggle and democratic awareness could render any new constitution meaningless.

He noted that historical brotherhood restoration has begun, acknowledging the Kurdish role in founding the Republic, while some Kurdish leaders in the past failed to fully assume their responsibilities.
