Kobani Municipality clarifies decision No. 9 on construction ban

The People's Municipality in the city of Kobani has confirmed that Decision No. 9, which prohibits carrying out any construction activities within the boundaries of the city's urban master plan, aims to preserve the integrity of the urban planning framework and ensure the implementation of infrastructure and public service projects in accordance with legal and regulatory standards.

Kobani has recently witnessed rapid urban development, accompanied by increasing use of areas located within the boundaries of the city's master plan. This prompted the relevant authorities to issue Decision No. 9, which prohibits any construction activities within these areas.

In this context, Muslim Muslim, Deputy Co-Chair of Kobani Municipality, explained that the decision applies to all new construction projects or expansions located within the designated boundaries of roads, public facilities, and spaces specified in the approved master plan. The measure aims to prevent urban violations that could hinder the implementation of future public service projects or negatively affect the public interest.

Muslim stated: “This decision was taken to protect the public interest, preserve the integrity of urban planning, and ensure the implementation of infrastructure and public service projects, including the construction of parks, mosques, and kindergartens, as well as the expansion of certain roads, contributing to a more modern and aesthetically appealing city.”

He added: “We call on citizens to cooperate and comply with the issued instructions, as any construction carried out within the boundaries of the master plan may be subject to removal in the future when public projects are implemented. Therefore, we stress the importance of refraining from building within the designated areas of the master plan, which has been in place for years, in order to avoid potential losses or damages to property owners.”

He noted that any construction undertaken in these areas after the issuance of the decision will be considered a clear violation of the applicable regulations and instructions, and legal measures will be taken against violators in accordance with existing laws.

He also urged all citizens and property owners to consult the relevant authorities before beginning any construction or renovation work to ensure compliance with the master plan and obtain the necessary permits.

Muslim emphasized that the decision aims to regulate urban expansion, protect residents’ rights, maintain public safety, and ensure the city's sustainable and well-planned development.

Concluding his remarks, the Deputy Co-Chair of Kobani Municipality reaffirmed the municipality’s commitment to continuing to provide services and facilities to citizens within the legal framework, while strengthening cooperation with residents to serve the public interest and preserve Kobani’s urban character.
