Human Rights Watch said in a report that "Turkish border guards are shooting indiscriminately at Syrian civilians at the border with Syria, torturing and using excessive force against asylum seekers and migrants trying to cross into Turkey."

"The Turkish government should open an investigation and hold accountable the border guards implicated in these gross human rights violations, including unlawful killings, and end the longstanding impunity for these violations," it added.

Since the beginning of 2023, the Syrian Observatory for Human Rights has recorded 12 deaths and twenty injuries at the hands of the Turkish border guards.

"The arbitrary killings of Syrians are the most egregious, and are part of a brutal pattern by Turkish border guards without the government effectively addressing or investigating," said Hugh Williamson, the Organisation's Europe and Central Asia director, which has caused the death of hundreds of Syrians since 2015.
