On February 15th, 1999, leader Abdullah Ocalan was arrested by the Turkish State,  in an internationally hatched conspiracy, with the participation of U.S., Israel and most European and African countries.

In spite of all Kurdistan and international calls, activities and appeals to set the leader free but Turkey and the international community have never responded.

Decisions not respected by Turkey

In relation to Turkish encroachments and violations against the leader, lawyer Mohamed Cemil said :'' Turkey has never respected the judicial decree issued by the European Court of Human Rights, the ECHR, that stipulated via the appeal made by Mr. Ocalan to the  European Court of Human Rights, the ECHR, that was binding to retry him for Turkish governments never applied a just procedure against him'', and that ''the Turkish Court never gave a chance to leader Ocalan to defend himself against the charges posed against him, that are treason and an attempted separation''. .

Standard Minimum Rules disregarded

Cemil noted that the Turkish government disregards the United Nations Standard Minimum Rules for the Treatment of Prisoners, for it proceeds to ban prisoners from contacting lawyers and families, and that the article 127 of the United Nations Standard Minimum Rules for the Treatment of Prisoners, that stipulates the prisoner has the right to contact people, and giving a chance to visits by lawyers and relatives.

Cemil went on as saying '' the Turkish State violates the prisoners' right to Health care and since leader Ocalan has been in prison for a long period of time and isolated has reached an age that permits the Turkish Courts to set him free''.

Blatant human rights breaches

In relation to the encroachments and breaches by the Turkish State to the European agreements of human rights, Cemil went on to say '' the isolation imposed on leader Abdullah Ocalan comes in the context of continued violations of human rights decreed in the Universal Declaration of Human Rights 1948, the International Covenant on Civil and Political Rights, the ICCPR, that was Adopted and opened for signature, ratification and accession by General Assembly on December 16th, 1966''.

At the end of his speech, Cemil called on all international, governmental and human rights bodies and the European Union to bound the Turkish State to retry leader Ocalan and release him.
