Çiya Kurd discloses latest development regarding Al-Hol camp

In conjunction with the Autonomous Administration of the North and East of Syria, AANES project to empty the Syrians from the al-Hol camp, leaving only foreigners, Bedran Çiya Kurd  said that leaving the camp would be voluntary and they would cooperate with every country that would like to return its citizens, explaining that unless urgent measures are taken, the camp will be a disaster.

The Executive President of the Syrian Democratic Council, Ilham Ahmed, said during the sixth seminar held in the city of Al-Raqqa last Sunday: “The Autonomous Administration and the Syrian Democratic Council studied the issue of al-Hol camp and exiting the Syrians from the camps. Accordingly, we are going to issue a resolution to completely empty al-Hol camp from the Syrians. "

This resolution has opened the way for many questions about the Al-Hol camp file, the way to evicting the residents and the reactions of the Syrians and foreigners? What are the projects and requirements of the AANES regarding this camp?

Vice Presidency of the AANES, Çiya Kurd responded to these questions in a statement to Hawar News Agency, disclosing some of the problematic issues regarding the resolution to evict the residents of the camp.

'Al-Hol camp is a complex issue'

Çiya Kurd described this issue as a "complex and thorny," as it houses more than 65,000 Syrians and Iraqis, in addition to more than 10,000 people from 50 different nationalities from European, Asian and Arab countries. Most of them are ISIS captives.

'Syrians are deported in batches'

On this issue, he noted that: “These operations have been taking place for some time, and continuously in the form of batches. The latter should accelerate the process of removing the Syrians from the camp, because there is no need for them to stay in the camps any longer. It also comes in response to the demands of sheikhs after liberating the region from ISIS. "

The most important urgent need for this resolution, according to Çiya Kurd: "The increase of ISIS activity in the camp, so it is very necessary for the AANES to take more security measures as well as save children from these extremist activities."

"The exit process is voluntary ... large numbers do not want to leave."

Regarding the exit mechanism, he assured that it will be "voluntarily."

He noted that several reasons push many Syrians and Iraqis to stay in the camp, including living and economic and security reasons. Especially inhabitants of the areas controlled by the Syrian government.

As for the Iraqis who number amounts to 30 thousand in the camp, he confirmed that it is still pending, as the overwhelming majority do not want to return to Iraq for the same reasons mentioned above, and the Iraqi government does not have a plan for their return.

'A disaster awaits if the foreigners' file is not addressed

As for the foreigners' file, Jia Kurd described it as: “Their situation is more dangerous, both from an intellectual point of view, where children are raised on the extremist ISIS ideology, or from a security aspect, as they pose a threat not only to the camp, but to the region and their countries as well.

It is for these reasons that Jia responded that if urgent measures are not taken with regard to them, there will be "a catastrophe threatening everyone."

He stressed that the countries that want to return their nationals, we will cooperate positively with each case.

'The survival of foreigners needs support projects for the camp'

Regarding the camp’s foreign residents, he pointed out that: “The majority do not want to go back as well, noting that this large number will remain in the camps of the AANES, but this situation cannot continue forever, as there is an urgent need to create projects, logistical and security support for the camp, psychological support and rehabilitation projects for women and men, the opening of schools for children to spare them from the processes of extremism, and the establishment of special centers for minors whose number is increasing, posing a real security risk, especially since the majority of them were originally trained by ISIS under the name of "Cubs of the Caliphate".

'After repeated attempts to escape ... we need an urgent international support to prosecute the detained foreign ISIS militants

As for the detainees, he stressed that they must be fairly tried: “We still deal with this file as an international issue that goes beyond the courts of the Autonomous Administration. Repeated attempts to escape to increase their terrorist operations. "

He emphasized that, despite many requests, they have not received the required support at the international level to find a radical solution to these dangerous ISIS members, for whom a fair trial must be held in the Autonomous Administration regions with international support."

'Syrian ISIS militants have been tried since 2014 in the courts of the Autonomous Administration.'

As for the Syrian ISIS detainees, he stated that they have been tried since 2014 in accordance with the Anti-Terrorism Act issued by the Legislative Council of the Autonomous Administration.

He explained that with the elimination of ISIS in the battle of Al-Baghouz and after search operations against sleeper cells, especially in Deir ez-Zor and Raqqa, the number of Syrians arrested in prisons increased, and this matter also was discussed by the judicial authority in the Autonomous Administration.

Çiya Kurd confirmed that the discussions led to the necessity of releasing those whose interrogations ended and their involvement in any terrorist act was not proven. As for the status of the remaining detainees involved, they are discussed according to a “general amnesty” decision based on legal and judicial standards that are discussed by the judicial authorities in the Autonomous Administration to present those involved to the trial.
