On September 23 of last year, the United Nations announced the establishment of the Syrian Constitutional Committee to draft a new constitution for the country in place of the 2012 constitution.

The SCC consists of 150 seats, and includes 50 representatives of the Syrian government, 50 of the Syrian opposition, and 50 personalities from civil society, while the Democratic Autonomous Administration of the North and East Syria was excluded from it, which showed reactions against the committee by the people of northern and eastern Syria.

Three rounds of the Syrian Constitutional Committee talks ended without any significant results, amid the exclusion that the committee would produce anything new with the continued exclusion of some actors on the ground from the committee, and the hard-liner position of the government and the "opposition" on the negotiations.

In this context, Anwar Muhammad Shukri from Kobane says that " Everyone should participate in the constitutional committee. No one has the right to exclude us from it, as the people of northern Syria who sacrificed thousands of martyrs."

Shoukri confirmed their rejection of the results of the Constitutional Committee, and said: “We condemn the stances of the countries that oversee the committee’s work, and we do not accept the results of that committee if we don’t join that committee to decide our own fate. "

For his part, Ibrahim Abdul-Ghani explained that "Excluding the AANES from the committee means excluding all components of northern Syria from Arabs, Kurds, Assyria and Syrians from the committee that was formed on the basis of finding a peaceful solution to the ongoing Syrian war."

He pointed out that " Those who participate in the constitutional committee, only represent themselves and their parties. They do not represent the Syrian people with all its components."

Abdul-Ghani called on Russia or America and the European Union, to include members of the Syrian Democratic Council in the committee’s negotiations, and said, “Members of the SDC must participate in the constitutional committee’s negotiations, and play a role in drafting a democratic constitution that represents the entire Syrian people. "

And Russian Foreign Minister Sergey Lavrov had promised the Co-chair of the Syrian Democratic Council, Ilham Ahmed, that representatives of the Democratic AANES would participate in the Syrian constitution drafting committee upon the signing of a memorandum of understanding between the Syrian Democratic Council and the Popular Will Party on August 31.

Abdul-Ghani stressed the need to guarantee the rights of all components of the Syrian people in the Constitution Drafting Committee, saying, "We will not accept the results of the final statement of the Constitutional Committee. There will be no credibility on our part for these results as long as we are excluded from them, and we stress that personalities from all components of northern Syria participate and that their rights are guaranteed within the constitution that will be drafted with the participation of representatives from all components of northern and eastern Syria who have given their blood in order to liberate this land from ISIS terrorism and others.

In turn, Ibrahim al-Berri from the Arab component said, "Syria is one and not divided, and no occupying power will be able to divide it. We, the Syrian people, with all its components, do not accept any occupation of an inch of Syrian territory."

Al-Berri concluded his speech by saying, "It is not permissible to exclude any component of the Syrian people from the Constitutional Committee, for it is the decision-maker and determines its fate by itself, and it is not permissible for people from outside to come to dictate their decisions on them."
