The Autonomous Administration of Northern and Eastern of Syria issued a written statement on the formation of the constitutional committee.

The statement was read at a press conference by co-chair of the Executive Council of Autonomous Administration of Northern and Eastern of Syria Abd Hamid al-Mehbash.

The text read:

“After years of Syrian crisis, which has claimed millions of victims, missing and refugees internally and externally, in addition to the state of destruction, which can be described as very disastrous, so far, there have been no practical efforts to achieve a solution and stability, which really necessitates at this time, After this catastrophic suffering, there should be serious and practical attitudes towards a solution and political accommodation in the light of the failure of various attempts of a military nature, based on one-sided approach, an urgent political solution is needed to reduce this suffering and losses.

The components of our people in northern and eastern Syria have made great sacrifices jointly in order to achieve a democratic solution, prepare the ground for the solution and the national agreement, and have done their great duty in confronting extremism in all its forms (Al-Nusra, ISIS and their affiliates), and the resistance forces and defending the unity of Syria and its people. In their battles against those who wanted to turn Syria into an extremist emirate, over 11,000 martyrs, 24,000 wounded, and hundreds of people with sustainable disabilities, these great sacrifices were in addition to defending democracy and the unity of Syria and its people. It was also in defense of all humanity, as ISIS posed a threat to the region and the world at large; In addition, in the light of the diversity prevailing in its regions, Autonomous Administration maintained community unity and built an important interdependence project between the components of the region at the same time as racial, sectarian and ethnic conflicts were developing.

The stability that exists in our regions today is important for all Syrians, and there are millions of people living in our areas (more than 5 million people), this means that Syria needs the same path followed by the components of our people in northern and eastern Syria, so that stability is general and Syrians enjoy living in safety and guaranteeing their legitimate rights without discrimination.

The flexibility of the Autonomous Administration and the Syrian Democratic Council have been clear regarding the efforts to activate the Syrian national dialogue, and they have not failed to take any step in the interest of the Syrian people and their rights, and attempts have been made to activate this dialogue either through Russia or with the Syrian government. Directly, all the parties with whom the dialogue was emphasized did not fulfill their duty in that context, and Turkey has always been in influence to prevent the creation of that climate. Unfortunately, Turkey's attitudes and sensitivity have been outweighed by the level of interest in stability and dialogue in Syria. Although Turkish support for terrorism and extremists is no secret, its violation of Syrian sovereignty, as well as its change to the features of the Syrian regions (Afrin, al-Bab, Azaz, Jarablus) are clear, and its actions as if these areas are for Turkey.

With regard to the commission announced by the United Nations on the preparation of the Syrian Constitution, we emphasize in the Autonomous Administration of Northern and Eastern  of Syria that this committee does not take into account in terms of the composition of the Syrian people and diversity, as well as inconsistent with the unity of the Syrians and aspirations in democratic construction; By excluding Autonomous Administration, it means the absence of justice and equality, and in complete contradiction with UN resolution (2,254) to resolve the Syrian crisis with the participation of all Syrians, and what was done in the Constitutional Committee is the exact opposite. Therefore, in the absence of the role and the will of our people, who have prepared the ground for a democratic solution and eliminated the dangerous factors threatening the unity of Syria (ISIS, extremists and associated groups), we believe that the results will not be in the service of the Syrians, as well as there will be only a deepening of the crisis that claimed millions of lives. Addressed above.

We call on the United Nations and all the states that are keen on stability and solution in Syria, to be a vision of the Syrian landscape and deal with what exists in practice, and not with formalities, as well as the characteristic of neutrality and rapprochement of the Syrian parties is credibility and functional independence, which should not be confused with the pressure imposed by anyone, and cannot override important components of the solution and the constitution because of Turkey's sensitivities, although its support for extremism and its development of occupation and partition policies in Syria are recognized by the United Nations and all other countries.

We also call on the United Nations, which seeks to manage the agreement and consensus among the Syrians, as well as the international community to reconsider this unfair step, which does not represent the right of the Syrians to participate in the preparation of their future, and to deal democratically and humane, and demand that the will of our people on the ground be seen, as well as International Coalition countries that supported the formation of the constitution committee to reconsider their positions and partnership for the components of our people, where great sacrifices were made for one goal, and must have an important role as it was in contributing to the elimination of ISIS in the Syrian rapprochement, and prevent any intervention between the Syrians themselves.

In conclusion, we affirm as Autonomous Administration, as well as SDC and SDF, that any efforts, mechanisms or committees dealing with the crisis and the situation in Syria, in the absence the will of our people for all its components, will not be acceptable to us. Our dealings with those who ignore our role will likewise be the results of any platforms, committees or the like, as we continue to pursue the same goal we started with: the unity of Syria and its people, the democratic solution, stability, non-discrimination and discrimination until the building of a democratic Syria, Syria for all.
