The Kurdistan Regional Parliament held its session today in the presence of the Peshmerga and the Interior Ministers. The session witnessed several topics related to the general conditions in the Kurdistan Region, and one of them was devoted to reading the report of the committees emanating from the parliament and its tasks were to review the conditions of the regions that were subjected to Iranian and Turkish attacks.
The text of the report was translated by Rojnews into Arabic according to the general content in which it stated the following:
Report of the parliamentary committees for the purpose of visit and follow-up an introduction:
In the 5th session of the spring semester of the fifth parliamentary session in the Kurdistan region, on June 29, 2019, the Presidency of Parliament decided to form a joint committee that includes all the committees (Peshmerga affairs, the interior and security, local councils, Kurdistan relations), and was tasked with following up the regions experiencing attacks Turkish and Iranian artillery bombardment during the past period, in the four governorates (Dohuk, Sulaymaniyah, Hawler and Halabja) in addition to the Şengal district.
The joint committee decided to form 3 sub-committees to visit the above-mentioned regions.
Within the framework of this mandate, the committees conducted visits at various times to the administrative units in the provinces of "Hawler, Sulaymaniyah, Dohuk and Halabja" in addition to the district of Singal. They followed the residents closely the amount of material and human damage caused by the Turkish and Iranian attacks.
The aim of these visits was to collect accurate information, guide the government to solve the main problems in these areas and protect the lives and property of the residents of the area.
In this report we explain the extent of the damages and general losses and the recommendations made.
First: Hawler Governorate (Erbil):
1- Evacuating 55 villages out of 73 border villages.
2- Dozens of people were martyred due to the Turkish air strikes for years that continue to this day.
3- Burning large areas of forests and woods, estimated at millions of dollars, according to reports by the administrative units of the judiciary.
4- Thousands of livestock died due to the Turkish bombing.
5- Thousands of people fled their villages.
1- The evacuation of 15 border villages.
2- Dozens of people were killed due to Turkish air strikes that have been going on for years and today.
3- Burning large areas of forests and woodlands, but the estimated value of the losses was not returned.
4-The death of thousands of livestock due to the Turkish bombing.
5- The exodus of thousands of people from their villages.
- Sidakan District:
1- The evacuation of 104 border villages.
2- Dozens of people were killed due to Turkish air attacks for years and until today.
3- Burning large areas of forests, bushes and orchards.
4- The death of thousands of livestock.
5- The exodus of thousands of people from their villages.
- District of Rewandoz and district of Werti:
1- The evacuation of the village of Zarkala.
2- The death of dozens of people.
3-The displacement of hundreds of people.
4- Burning orchards and fields.
5- Hundreds of livestock died.
Second - Sulaymaniyah Province:
1- At 18:00 on June 25, 2020, a Turkish plane targeted a pickup vehicle in the village of Kone Massi, and resulted in martyrs, injuries, and material damage.
2- Seven civilians were injured, 4 of whom were from one family, and the other 3 from another family, all of whom are residents of the area.
3- The attack resulted in material damage estimated at 25 million dinars, according to the report of the administrative unit in the district of Guarta.
4- Electricity blackouts, the destruction of the main wall of the main road in the area, and the burning of a number of orchards and farms belonging to the people of the village.
1- An attack that caused material damage to Safar Village Hospital, so that it cannot be restored again.
2- Damage to the electricity network
3- Damages to the homes and properties of the villagers.
- Penjween District:
1- In mid-July, the Iranian state bombed in Nalbarez.
2- The burning of farms and gardening for the residents after the bombing.
3- The Iranian state is placing obstacles in front of the inhabitants of the villages of (Hilal Wah, Gomers Totman and Katisev) as they head to their fields and farms.
Rapprin Administration - Peshder District:
1-Iranian violations on the borders in two points (Kelly and two spies).
2- It exceeded the 1975 border agreement.
Third - Duhok Governorate:
1-A Turkish incursion with a length of 40 km and a depth of 15 km within the borders of the judiciary. And targeting the villages of the region with 669 shells and 70 missiles from the date of June 5 until the time of preparing the report. Fifty people have been killed and injured as a result of the attacks since 1992.
2- Increasing the number of Turkish bases within the borders of the judiciary from 4 to 18 Turkish bases and military headquarters.
3- Bombing 25 villages in the Darkar district, burning hundreds of dunums of land, and nearly 200 farmers were deprived of their daily tasks in their fields, and material damage was caused to their property.
4- The bombing of 13 villages in the Batifa district, and the evacuation of 27 villages, to the point where their inhabitants cannot collect their properties from their homes in the village. Amedi District (Amadiyah):
- Damage to the tourism sector, which provides jobs for 400 families, and burned hundreds of acres of agricultural land, while a special committee in this regard must be formed in order to estimate the size of the losses.
Amedi District (Amadiyah):
This district is distinguished by its tourist areas, and it includes 6 administrative areas (Shiladze - Deralok - Kani Massi - Bamerni - Sarsing - Chumanki), and we met with the District Governors and District Managers, then we conducted a field follow-up and the results were as follows:
1 - There are 348 villages in Amedi District, and out of this number, 198 villages were vacated. 28 people were killed and injured, between the martyr and the wounded. In Chumanki district, which is 100 km from the Turkish border, 80% of the village's residents in the district have been displaced, and there are 72 villages.
2- The Turkish forces established 17 military sites within the borders of the Kani Massi-Barwari Al-Olaya district, and 6 of its residents were evacuated out of 76 villages, and at least 3,500,000 families lived there before 2018, while the number decreased to 700 families.
3- The evacuation of 85 villages out of 92 in the Chiladze district.
4- There are only 14 inhabited villages out of 56 villages within the confines of Deralok District.
1- Turkish attacks resulted in great damage in terms of its dinar.
2- The evacuation of 24 villages out of 91 villages due to the Turkish attacks, which still pose a threat to other villages.
3- 9 people have been killed and 21 wounded since 1996.
- Şengal District:
Turkish bombing has occurred several times during the past two years.
Fourth - Halabja Governorate:
Bayarah District - Hawraman border:
1- The Iranian side prevents a large number of border village farmers from benefiting from the water coming from the Iranian side.
2- Due to the geographical proximity between the residents of both sides of the border, Iranian wastewater is mixed with the sources of drinking water used by the residents of the villages of the region in the region, and consequently, pollution has occurred in the water.
First: condemning the Turkish and Iranian attacks and bombardments on the territory of the Kurdistan region, which come under the pretext of fighting the PKK and the free life of Kurdistan, while the populated areas are targeted. We also call on those forces (Kurdish parties) to assess the status of the Kurdistan region, and not to leave an argument to neighboring countries to launch attacks on the lands and inhabitants of the region.
Second: The occurrence of violations in the border crossings, which caused a Turkish and Iranian incursion into the Kurdistan Regional Government to engage with the federal government to solve this problem.
instructions: At the conclusion of this report, we call on the Kurdistan Regional Government to:
First: The Kurdistan Regional Government of Iraq, in coordination with the federal government, will solve the problem of border crossings within the framework of the constitution, put an end to abuses, in order to reach an understanding with neighboring countries to protect border security and residents of border areas, prevent losses, and demand the withdrawal of Turkish bases and headquarters And Iranian from Iraqi territory.
Second: Directing the Kurdistan Regional Government to reach a common political understanding with the forces of other Kurdish parts to achieve stability and safety for the Kurdistan Region and its people.
Third: Directing the Kurdistan Regional Government to start negotiations with the (federal) government to form border guard brigades from the Kurdish component (who speak Kurdish) and strengthen them along the borders of the Kurdistan region with the neighborhood in order to protect them.
Fourth: Directing the Kurdistan Regional Government to negotiate with the federal government in order to allocate a budget to compensate those affected in the border areas, and this is the duty of the central government under the Iraqi constitution and international laws. In addition to forming a joint committee to monitor the situation of those affected in the border areas due to Turkish and Iranian excesses, and to assess the damages and compensate the affected people.
Fifth: Direct the Kurdistan Regional Government to start discussions with the Iraqi government to register the victims of these attacks, as "martyrs", and to compensate their families.
