During these meetings, the council received several instructions that reveal the purpose of establishing the council.
(ENKS) was established on 26 October 2011 in Southern Kurdistan with the support of the Kurdistan Democratic Party-Iraq, due to the Kurdish national approach. The council receives all its instructions, orders and appointments of its leaders directly from the Turkish state. This is evident in the council's meetings with Turkish intelligence in Diluk, Ankara and Istanbul, as well as in meetings with the Kurdistan Democratic Party in Hewler. We were able to obtain information and documents on the content of these meetings, and everything related to the objectives of the council, as well as the subject of funding the council, and the position of the council on the situation in Afrin, and statements against the PYD and the YPG and the YPJ, the efforts to open a television channel, websites and promotion campaign for the entry of the "Peshmerga Roj" to Rojava, briefly all the orders and instructions imposed by the Turkish MIT and the Democratic Party to the council. The dossier also includes the content of the meetings held by the council with the Americans in the presence of the MIT and the Democratic Party regarding the status of mercenaries "Peshmerga Roj".
From 15 parties to 4 parties
At the beginning of the establishment of the ENKS, it consisted of 11 Kurdish parties in Syria, and in 2012 the number increased to 15 parties, but the number of parties in the council subsequently decreased to only four parties, the "Kurdistan Democratic Party - Syria led by Abdul Hakim Bashar It is currently led by Saud al-Mulla, the Kurdish Democratic Unity Party in Syria led by Ibrahim Berro, the Kurdistan Union Party led by Abdul Basit Hammu, and the Azadi Party in Syria led by Mustafa Oso.
No serious step has been taken by(ENKS) for the Kurdish people
Since its inception, ENKS has not taken any serious steps in the interest of the Kurdish people. It put itself in the service of what was known as the Syrian National Council, which later became the Syrian National Coalition, which is supported by Turkey. The two councils seek to implement Turkish projects and their agendas in Syria.
ENKS opposed the inclusion of Kurdish language in schools
Since the beginning of the Rojava Revolution, ENKS has violated all agreements and understandings signed between the Kurdish parties. It violated the beginning of the agreement of the Supreme Kurdish Commission and then the Kurdish political reference, and worked through statements to distort the gains of the Kurdish people and the rest of the people of the region. It also worked on the projects of the Muslim Brotherhood and the Turkish state in Syria, including anti-Kurdish people. In this regard, specifically after the council's meeting with the Turkish Intelligence in Istanbul in 2014, the council began a campaign against the inclusion of Kurdish language in school on the grounds that "should not include the Kurdish language in schools, the basic language should be Arabic, and the Kurds in Syria need to the Syrian testimonies, "at that time the council's president, Ibrahim Berro, was switching between Turkish and southern Kurdistan TV channels and calling on the Kurds in Rojava to protest against the Kurdish language education system.
ENKS has met 16 times with the Turkish MIT since 2016
According to information and documents obtained from reliable sources in Hewler, ENKS, especially the outside Rojava, such as Ibrahim Berro, Kamiran Hajo, Abdul Hakim Bashar, Siamand Hajo, Abdul Basit Hammu and others, met with Turkish intelligence 16 times since 2016, in the cities of Diluk, Ankara and Istanbul, they have also met 12 times with officials of the Democratic Party Intelligence in Hewler, as well as 4 meetings with US officials, particularly on the subject of the return of the Rojava Peshmerga mercenaries to Rojava, these Peshmerga trained by the Turkish intelligence service at the Batova base of Iraqi Mosul city.
ENKS sends reports on the results of the meetings to the Democratic Party Intelligence and the National Council Center
According to the sources, detailed reports on the results of the most important 8 meetings were sent by the leaders of the National Council participating in them to the KDP Intelligence (Barastin) and to the National Council Center. According to the reports sent, the names of the most frequent participants on behalf of the Turkish state, which are repeated in the reports are those responsible for the Syria and Lebanon issue in the Turkish intelligence Bars Ulusoy, Borgo Tuncer, Sinan Alhan, Sedat Onal and Abdul Karim Qara.
On February 29, 2016, a meeting was held between the officials of the Syrian issue affiliated to the Prime Minister of Turkey, and the Council's officials, Abdul Hakim Bashar and Kamiran. The report of the results of that meeting stated: “We were asked to participate on behalf of the Kurdish National Council in the meetings of the Association of Independents. Kurdish (this organization was established by the Turkish intelligence in Istanbul). It seems that the Turkish relations with these people are very good, and as we understand them, they seek through an expanded meeting and with the participation of many personalities and with great coverage of the media, to send a message to global and regional public opinion that the Democratic Union Party (PYD) does not represent the Kurds, and that these our loyalists represent the Kurds.
We have asked them our conditions and told them; the meeting place should be changed and held in Hewler, because it is easier for us in the subject of transportation. We requested that the National Council prepare the meeting in coordination with the Association of Independent Kurds. We also asked to expand participation in the meeting, and not only attend the parties (the Council and the Association), we wanted to show them that this Association is not as the level of the National Council.
The Turks did not agree to change the venue, because it was important for them to hold the meeting in Turkey. They also affirmed their readiness to support the Council and the Relations Body.
The Turks also confirmed that they are in direct contact and coordination with the Government of Southern Kurdistan regarding the training of Peshmerga elements. They also confirmed their readiness to finance the opening of an office of the National Council in Brussels, and that they are working to complete the necessary procedures for the Kurdish students to be able to study in Turkey.
We have assured the Turks that we will be in contact and coordination with the Government of Southern Kurdistan."
Turkey pays $ 20,000 to ENKS
On October 4, 2016, Abdul Hakim Bashar and Kamiran Hajo met with the same Turkish officials in Istanbul, and the special report on the results of that meeting stated: We told the Turks that we reject the letter sent to us by the supreme opposition body. We particularly reject the first clause, because they emphasized the Arab and Islamic identity of Syria.
The Turks said that these things will be corrected during the preparation of the project, and that your agreement with the Supreme Opposition will have good practical results. For our part, we will do all we can to build trust between the opposition and the Kurdish Council. They also stressed that the Kurdish Council is the legitimate representative of the Kurdish people in Syria. They asked us to form a body from the Kurdish National Council to meet with the foreign minister or the Turkish prime minister.
As for "the Euphrates Shield Operation", they said their goal was to clear the area of ISIS so that the PYD could not reach west of the Euphrates, saying they had no other goals.
We asked the Turks; you told us earlier that the northern borders of Syria, especially the borders of the Kurdish regions, should be managed by the Rojava Peshmerga, whether you still hold that view.
They said they still held that view, and that it depended on the presence of the Peshmerga and their entry into those areas.
The Turks indicated that they are aware that the Syrian regime intends to withdraw from Hasakah after some cosmetic battles with the PYD, and that their goal is to show the PYD as an opponent of the regime, in order to participate in the Geneva meetings. They also confirmed their readiness to support the council in the Autonomous Administration and that they could train 15 to 100 people militarily. In the end they gave the council members $ 20,000. "
'They said they would give us a license to open a TV channel'
On December 21, 2016, Ibrahim Berro and Kamiran Hajo on behalf of the Kurdish National Council met with the Turkish Intelligence in Istanbul. According to the report of the meeting, the meeting took place under the direction of the KRG, and that Turkish intelligence officials promised to open a TV channel run by the National Council. It is funded by the intelligence services. The report prepared by Berro and Hajo on the results of the meeting: "We met with the Turkish official in charge of the Syrian issue, and we told them that the meeting was directed by the Kurdistan Regional Government.
They told us that our position on you is the same as that of Başûr government. They said that they will support the National Council and the Rojava Peshmerga through the media. They also confirmed that they will give us financial assistance and asked us to expedite the preparation of the project to open a television channel. Their positions were serious and we promised them cooperation. They said that the PYD was a national threat to them and should be isolated, and for that we and the Başûr Government must work together. They told us that the Kurdish National Council is the legitimate representative of Rojava. We raised the issue of the Peshmerga of Rojava, but they didn't say anything about it.
What we understood from them was that they put their full attention on Russia. They told us that they asked the Russians to prevent any role of the PYD in the future of Syria.
In the end, as last time, they paid us $ 20,000 in assistance, but we told them we needed more than that. "
'They criticized us for Peshmerga Roj'
On July 24, 2017, Berro and Hajo met again with the same Turkish officials. According to the meeting, the roads were brought to the meetings of the Syrian opposition, and the entry of the Peshmerga to the territory of Rojava, according to the minutes of the meeting. Council officials take positions close to those of the PYD during the Syrian opposition meetings, saying they refuse to have a PYD presence on the international stage.
The Turks told us that the PYD is holding secret meetings with you in Qamishlo, Hewler and Sulaymaniyah. But we denied it and told them that this information was incorrect. The Turks expressed their fear of American support for the PYD. The Turks were upset and told us why the Peshmerga have not entered Rojava so far.
The Turks are very upset about the fact that the Rojava Peshmerga did not enter Rojava, but said they did not lose hope. They said they would open a TV channel for us.
The Turks strongly expressed their concern and told us that we asked you to support Khaled Khoja in the elections of the opposition president, but you supported Riad, who won the elections. They also said that you criticize the Turks in your statements.
For this reason, the Turks ended the financial aid they were giving to the National Council. They said the United States had ended aid to the opposition, which would have negative effects.
They told us that conditions were not right for the referendum in Başûr, and that they would lose the gains. "
'We gave the Turks documents about PYD'
In the minutes of the meeting between Ibrahim Berro and Kamiran Hajo with the officials of the Turkish dead Sadat Onal and Abdul Karim Qarra on July 23, 2017, their relations with the KDP are discussed, the introduction of the Peshmerga Roj to Rojava as well as the PYD documents submitted by the Council to the Turks. “Since our last meeting, we have worked for the tasks of political administration. We worked for the establishment of the council and for your support and support. And we came to Convinced of the need to support your Council. Will support you politically, financially and in the media.
We, on behalf of the National Council, provided documents on PYD practices, and they were very pleased with these documents. They said documentaries, photos and videos were the most common, and asked us to get such documents. We asked the Council's follow-up office in Hewler to request these things from Rojava. We also asked our friends in the Syrian opposition to send these materials if they existed. We told the Turks that the main parties in the Kurdish National Council are the Democratic Party and the Unity Party, and the Turks agreed to this and said that the other parties are different from you.
We assured the Turks that we consider the Başûr government to be our main reference. We told them that they support us and give us the potentials. We cannot make any strategic decision without turning to them. We told them that the presence of Başûr government helps facilitate our relationship with you. As for the Peshmerga we have told them they should be fully associated with the regional government, in coordination with you. But the Turks said they had a special group to oversee the issue. They are in the region and are in direct contact with the Başûr Government. The Turks told us they were asking that theoretical things be applied in practice. They told us that what we are asking you is to introduce Peshmerga Roj into Rojava. They told us that the Syrian opposition does not know you well, and we may be negligent in this matter. It is better to strengthen your relations with the opposition.
The Turks asked about the Riyadh meeting, and they asked us about our position. We told them that the contradictions of the Gulf states affect the opposition. Both sides seek to control the opposition. Our presence there will be based on the support of the Turkish-backed parties. The Turks told us that they were dissatisfied with the Moscow-Cairo meetings because they did not present you as representatives of political will, but some people participated personally. This method opens the way for some other parties to participate in meetings (and they mean the PYD).
We asked Sedat Onal whether they discussed with Erdogan the issues we raised at the previous meeting. “I literally quoted it,” he said. "The United States supports the PYD," Onal said. And we told them we also see that. America knows that the PYD cannot be part of Syria's future. It cannot manage the political file. So the file is now out of the hands of the Pentagon and moved to Washington. As the war subsides, Washington's influence will increase, increasing the PYD's concern. America will get the support of European countries, the Netherlands and Italy will also get involved in the Syrian issue, and we should be well prepared. We told the Turks that the architect of the Kurdish region in Syria is Turkey, so we want to work with you. As for Raqqa and other areas, we will not act like the PYD, we will leave those areas to the Arabs, we will return to the Kurdish areas.
We also asked the Turks once again to support us financially and informally. They told us at the moment who runs the region are the PYD, and any assistance we provide to you now will not be useful, politically unhelpful, and will not produce a result. You cannot defend what is under your control in Rojava, because the PYD has a military force. We had high hopes for the Roj Peshmerga. We are still hoping. We told them, if you don't give us money, the National Council will lose. The PYD's management is strong, we need to open our offices at home, and support our members financially. Onal said; what you are saying is true, we will discuss these things between us. He said they were working to open a television channel. We will provide you with the necessary techniques, but you must equip the cadres.
As we were urgently blocked, we were asked to know which clans supported the PYD, what hostile clans and neutral clans. We hear that there is a rapprochement between the PYD and the clans, they said. We understood from Onal's speech that they wanted to support Arab tribes in order to fight the PYD.
The regime regains strength, and Bashar's survival is in everyone's interest. The important question for us is whether Syria will be divided or not? Will a joint administration be established between the Kurds and the Arabs in the east of the Euphrates, or will the Kurds rule their areas and the Arabs with their areas, with general coordination?
Onal said; We do not trust the Americans. We believe that America is behind the coup. And other things as well. We expect them to take practical steps against the YPG. You also, when you go to America, tell them that the Turks are waiting for you to show clear stance against the YPG.
"I reiterate that we are working towards the opening of a television channel, and we are working hard to participate in the Riyadh meeting," Onal said.
'Our relations with you are strategic and we will not abandon you no matter what happens'
On March 23, 2018, days after the occupation of Afrin, Kamiran Hajo, Ibrahim Berro and Hawas Akid (Sadoun) met in Ankara with Turkish Foreign Ministry Advisor Sadat Onal in charge of the Syrian file at the Foreign Ministry and another person named Kaplan. In particular, the strong relations between the National Council and the Turkish state, stated in the minutes of the meeting: "At the meeting we assured the Turkish side that our relations with them are strategic, deep and long-term. And that any errors may not affect the future of our relations. We told them that the negative practices that occurred in Afrin negatively affected Turkey and the Free Army we asked the Turks about how Afrin will be administered and how the nature of the National Council's participation in this administration will be told, can Rojava' Peshmerga have a certain role in Afrin at least in the beginning, and we asked them about their position on the east of the Euphrates. ?
We asked the Turks not to rely on people in Afrin, but rather on the Kurdish National Council. We told them that the Free Army is uncontrolled, disorganized, uncontrollable, and this affects your work.
As we have said to the Turks, during all our international meetings, we have worked to highlight the role of the council, as well as defame the practices of the PYD. We also told them, even though our relationship lasts for five years, you have not fulfilled any promises about helping us either militarily or materially, and your support has been limited to our support in international forums regarding the situation in Syria.
We also asked the Turks to include representatives of the Kurds in the committee drafting the new Syrian constitution. We also asked the Turks to reopen our office in Uruva, after the police closed it due to the lack of a license.
The Turks said: We supported your council because you are not terrorists, and you represent the Kurdish people in Syria. But your statements during Afrin showed that you support the PYD. If your position is to protect Afrin, its safety and the safety of its people, this is different. If you are defending the PYD, this is different. We have told you this in Vienna as well, but it seems that our relations are not sound.
But the future is long, and there must be cooperation and coordination between us. If not, this will affect our future relations.
The European media incites against the operation of" the Olive Branch".
What we ask you to do is talk about Kurdish and Kurds in your statements and conversations, but without supporting terrorism.
The Turks told us; our advice to you is to have a role consistent with its general policies in Syria, especially in Afrin, east and west of the Euphrates. We have endeavors to achieve stability and security in the east of the Euphrates as well, and here we consider the National Council a potential partner for us. However, it is the council's own responsibility to define the framework for such cooperation. We will continue to support you.
They told us: If you are serious, and you are a legitimate, local, real administration, end your relations with the PYD, we are ready to support you. If our meetings continue, we will better explain our positions to you. As for the Constitutional Committee, Russia and Iran are stalling on this issue. The names proposed by the system for the committee are not disclosed. Staffan de Mistura should choose the right people from the list of names. We made our list. We also hope that you, as a National Council, will send you a list of names within a week. They must be jurists, providing 5 to 10 names so that we can include them in the Constitutional Committee.
As for the subject of the entry of the Peshmerga Rojava to Afrin, we will study this issue.
'Turks are troubled by the statements of the National Council on Afrin'
On May 11, 2018, Ibrahim Berro and Kamiran Hajo met with Turkish intelligence officials (Barsh Ulusoy, Progo Tunonger and Sinan Ilhan. They needed the intelligence of the Democratic Party (Barastin) and the status of the National Council, the meeting dealt in particular with the statements of the Kurdish National Council, which described the Free Army mercenaries of Turkey as terrorists.
The results of the meeting were presented by Berro and Hajo to the Barastin Intelligence and the National Council Center.
“At the outset, the Turkish side spoke, and most of them was Barsh Ulusoy. They expressed their indignation at the statement issued by the National Council on April 28. They said that this statement, and the speech contained therein, only serves the PYD. As a result, your position over the telephone and your written letter were good, and he stressed in particular that the repeated issuance of statements such as those issued on April 28 that serve the PYD will affect our relations. The Kurdish National Council is the legitimate representative Kurds in Syria.
Barsh asked: What is the position of your council members on the message you sent to the Syrian opposition?
We briefly explained to them the content of the telephone conversation with the opposition and the issues we discussed. We told the Turkish side that there are some problems inside the National Council at home and abroad, we sometimes suffer from these problems. But it is absolutely necessary to do some things on the ground so that we can relieve the PYD's pressure a little bit about us. We have told them that you have not provided any support to our council so far since the beginning of our relations, thus contributing to the strengthening of our council and to establishing itself. We also asked them to allow the council and the parties of the council to operate in Afrin. We have repeated what we had asked them in previous meetings. So far, none of the demands we have requested have been met.
We also asked them about the situation in the east of the Euphrates, and what their plans in this regard, and we told them that we are not aware of the plans. With the agreements that are going on between America and Turkey, and if we do not know, the situation in the east of the Euphrates will be like the situation of Afrin and the council will have no role in the future, and this does not serve our relations.
The Turks said: We must ensure and make sure that you will not issue strong statements such as those issued on April 28 and not to repeat the order. No person or organization shall make such statements. We must strengthen trust between us. We are talking diplomatically, but the rest of the institutions and parties of our country are very unhappy with these statements. We know that the PYD is putting great pressure on you. How can we help you? Can you get rid of the PYD if we give you financial support?
We told them, your support will undoubtedly be good. We are fighting against PYD which is very strong militarily, materially and in media field.
We told the Turks that your stance on the independence referendum in the Kurdistan Region negatively affected us and the region. We told them that the region is our authority and that supports us financially. We told them that improved relations between Turkey and the region will positively affect the status of the council.
They told us that they are responsible for the Syrian issue, but they will convey these observations to the concerned authorities.
