Abu Muath is one of the most dangerous external security element for ISIS mercenaries in the regions of the Jazeera region. He carried out, directed and planned dozens of attacks that killed more than 200 people, including the eve of Newroz 2015 explosion, the center of the Internal Security Forces, the assassination of Marwan al-Fatih, and targeting of a Global Coalition patrol.

The military intelligence of the Syrian Democratic Forces (SDF) arrested the so-called Prince of Security Abroad and the so-called al-Baraka Wali, Abdul Razzaq Hamad al-Salamah, who carried out dozens of attacks as the booby-trapped explosions operations,  mines explosions and providing the coordinates, and communicating information to the Amaq agency of the Daesh mercenaries, as well as recruiting dozens of cells within the territory of al-Jazeera. Take out the elements of mercenaries from Hajin and al-Bagouz after then returning them and recruiting them as sleeper cells.

Abd al-Razzaq Hamad al-Salama, from al-Shaddadi, born in 1993, joined ISIS mercenaries through someone known as ISIS mercenaries (Abu Ibrahim al-Raqqawi), who was responsible for external security among ISIS mercenaries.

External security personnel is recruited by ISIS mercenaries, conducting intelligence missions in areas not controlled by ISIS mercenaries, reconnaissance and coordinating missions, containing suicide attacks against specific targets, and providing information on military positions and prominent figures in the area.

In an interview with al-Salama, who is currently detained by the security forces, who still adheres to the ideas of ISIS, it is not possible to predict that he is a prominent person who can carry out the attacks he carried out, which we will mention because of his cold, all of his cells are ordered and move only under his guidance.Martyrdom of more than a hundred civilians and military by the mercenary al-Salamah.

Abu Muaz was the mastermind of two explosions in the city of al-Hasakah on the eve of Newroz holiday in 2015, which killed 53 civilians, mostly children and women, and was the mastermind of the attack on the Internal Security Forces Center in al-Bitara Square in the city of al-Hasakah on 6 May 2015, 16 members of the forces were wounded by a car bomb and five suicide bombers. In addition to the car bomb that was detonated in the roundabout Sinalko in al-Hasaka on June 23, 2015, and the detonation of a landmine in a military vehicle belonging to the Syrian Democratic Forces on the road, "Kharafi", which resulted in the death of eight fighters. The car bomb, which was detonated by an internal security force patrol near Khasman Roundabout north of al-Hasakah city on 14 September 2015, killed many civilians and members of the Internal Security Forces, in addition to more than 6 assassinations.

All of the attacks mentioned were instructed by Abu Ibrahim al-Raqqawi according to the coordinates and data given by the mercenary, Abu Muaz often photographed these attacks and sent them to the ISIS agency, in addition to providing them with their results.

The mercenary al-Salama claims that he did not undergo any training, not military or even legitimacy, and that he gained his experience through the attacks he carried out, and also mastered the manner of dealing with the press, during the meeting with him to provide scarce information about his work and attacks carried out and managed.

After the ISIS was slowly defeated, al-Salamah was suspected by the ISF, he fled to the areas of al-Shadadi, which was still under the control of ISIS mercenaries, and from there to several other areas that ISIS mercenaries were occupying, and participated in several battles, including those of al-Shadadi.

Facilitating the process of moving mercenaries from Deir ez-Zor and sending them to Turkey

Whenever ISIS mercenaries were losing an area, the mercenary al-Salamah was transferred to another city. In 2017, he moved to Manbij city and carried out an attack there, where he planted an explosive device on the way of the Manbij Military Council forces, after which a fighter in the forces was killed and another wounded.

As the SDF begin to defeat ISIS mercenaries in Deir ez-Zor, on the orders of Abu Ibrahim al-Raqqawi, the mercenary went to the city of al-Raqqa, and from there to al-Shadadi area. One of his most important tasks was to remove mercenaries from the areas of Tire, Hajin, and al-Bagoz, and send them to Turkey in coordination with smugglers, specifically to the areas of Kells and Urfa, and took out nearly two thousand mercenaries. They were then gradually returned to the north and east of Syria in coordination with a mercenary moving between the city of Kells and Urfa, known as Abu Assad al-Klizi, and his mission is to send mercenaries after entering Turkey to the city of Afrin and from the city of Afrin to the regions of northern and eastern Syria, through the mercenaries of Ahrar al-Sherqiya, who produce fake family IDs and books. According to the mercenary Abu Muath, al-Klizzi is one of their elements.

Increasing of his heavy and hidden activity

As a result of the close relationship between mercenaries al-Salamah and Abu Ibrahim al-Raqqawi, he was promoted to the Amir of Security, in the so-called ISIS mercenaries in the Hasaka-Shadadi district. He was entrusted with the task of forming and managing sleeper cells.

The mercenary, al-Salamah, said that he was able to form about 30 cells, each cell numbered between 4 to 5 mercenaries, most of them ISIS members who were evacuated from the areas of Deir ez-Zor to Turkey, and then entered into areas north and east of Syria.

One of these 30 cells is the mercenary cell of Abu Ali al-Biksi, who assassinated the co-chair of the Legislative Council of the Civil Administration in Deir ez-Zor Marwan al-Fateh on December 29, 2018, and the suicide attack that targeted a patrol of Global Coalition on Shadadi Road - Route 47 - on January 21. 2019, with the instructions, planning and monitoring of al-Salamah and his participation.

ISIS funds are deposited in Turkey's banks to support the sleeper cells

As for supporting ISIS's sleeper cells with weapons, ammunition, materiel, and money, al-Salama explains that before the ISIS mercenaries were defeated in Hajin, the mercenary al-Raqqawi sent a shipment of weapons through a fuel tank and was concealed in the desert. They hid weapons in the desert areas, the mercenary Abu Ibrahim refers to the whereabouts of these weapons, but the money is said to be sent to them from the mercenary money deposited in Turkish banks through companies such as Khawaja company, and sometimes from the areas controlled by mercenaries of Turkey and especially of Idlib. "In less than a year I received more than $ 70,000," he said.

The mercenary al-Salamah confirms his management of most of the sleeper cells of the ISIS mercenaries in the areas of al-Hasakah, al-Shadadi and Tal Tamr, and that all the attacks that took place in these areas since mid-2018 until his arrest were directed and planned, in addition to giving detailed information to Amaq agency of the ISIS mercenaries. The Sharia Committee appointed him as Wali of the so-called Emir of Al-Baraka state, after planning the targeting of the Global Coalition patrol in which he and his cell "Abu Ali al-Biksi cell" participated and we will publish detailed information.
