Afrin IDPs.. between a rock and a hard place

The same policies and conspiracies that led to their displacement and occupation of their homes, between the Syrian government and the Turkish occupation, continue to harass the displaced people of Afrin in al-Shahba, where the displaced suffer from a suffocating siege, harassment by the security branches of the government on the one hand, and almost daily shelling by the Turkish occupation and its mercenaries on the other.

The Syrian government continues to practice its hostile policies against the displaced people of Afrin residing in the villages of al-Shahba canton and Sherawa district, by tightening the noose around the people and closing all crossings and roads leading to al-Shahba.

For more than three years, the Syrian government has been following the same approach, besieging the displaced people of Afrin in their places of residence, and trying to deprive them of the most basic necessities of life.

There are five camps in al-Shahba district, distributed in the villages of al-Shahba and Sherawa district. The population of al-Shahba and the villages of Sherawa district, of displaced and indigenous people, reaches more than 700 thousand people.

On the other hand, the Turkish occupation state and its mercenaries, along with the siege of the Syrian government, continue to target the villages of al-Shahba canton and Sherawa district almost daily, and have committed many massacres against families and children.

The Syrian government is deliberately preventing the entry of fuel, medicine and medical supplies into the area, in addition to that, patients are not allowed into the city of Aleppo for treatment.

All this came after the completion of the presidential elections in Syria last month, and the riots and strife perpetrated by some agents of the Damascus government and the Turkish occupation state in the city of Manbij, where the Damascus government tightened the siege measures against the displaced people of Afrin in al-Shahba, not to mention the kidnapping of Afrin civilians at the checkpoints in the city of Aleppo, under the pretext that they previously worked for the Autonomous Administration institutions in Afrin.

The siege of the Damascus government has negatively affected the residents of al-Shahba, in all aspects of life, as the area lacks basic materials, including fuel, which has become almost impossible to obtain, in addition to medicines and medical and agricultural materials as well.

In this regard, a number of Afrin IDPs living in camps in al-Shahba canton spoke to our agency about the siege.

"We cannot go to Aleppo for treatment"

Citizen Saladdin Bilal confirmed that due to the suffocating siege imposed on the area by the Damascus government, they are experiencing difficult conditions at all levels of living, even health.

Bilal explained that the Damascus government is preventing the entry of fuel, medicine and daily necessities into the area, and preventing the arrival of foodstuffs in an attempt to displace them again and disperse them.

In his speech, Bilal stressed that they could not go to the city of Aleppo, which is only 20 km away from them, to receive treatment, in addition to the intense shelling by the Turkish occupation and its mercenaries, which targeted the people directly in al-Shahba and Sherawa district.

"Damascus government does not consider people of Afrin to be Syrian citizens"

For her part, Amina Qanbar, who lives in Barkhdan camp, said that the Syrian government disconsiders the people of Afrin as Syrian citizens, and it is trying repeatedly to put an end between the people of Afrin and the rest of the people in other areas.

Amina added that they suffer from suffocating siege on all sides, on the one hand, the shelling of the Turkish occupation and its mercenaries, and on the other hand, the siege of the Syrian regime.

Amina Qanbar appealed to international and humanitarian organizations to hold accountable all those who are trying to eliminate the displaced from Afrin in al-Shahba canton.

To clarify this and find out the reasons, our agency conducted a meeting with a number of administrators in institutions in al-Shahba canton, about what the displaced people of Afrin are exposed to in al-Shahba.

In this context, Mustafa Muhammad, the administrator of the Fuel Committee, said that Damascus government and its security branches at the entrances to al-Shahba canton, practice malicious policies against the displaced people of Afrin as they prevent the entry of basic materials into the area, with the aim of creating strife between the people and the Autonomous Administration.

"Out of 60 tanks, Damascus government only allows 20 tankers every two months."

Muhammad added in his speech that al-Shahba canton’s need for fuel every 10 days is 60 tanks of fuel, but no more than 20 tanks are allowed to enter every month or two, if passed, the government seizes the same amount, not to mention imposing exorbitant sums.”

“Fuel is free, but due to siege, each liter is sold for 250 Syrian pounds”

In his speech, Muhammad pointed out that the fuel provided by the Autonomous Administration to the people of al-Shahba through the gas cylinders is free, but because the Syrian government imposed exorbitant sums of money in the event of entry, the price of 250 Syrian pounds per liter of diesel was set at the gas station.

Muhammad confirmed that if a small amount of fuel enters Shahba, it is distributed first to the owners of water tanks and bakeries, in addition to the generators that supply the area with electricity, the hospital and medical points, in addition to the farmers.

"Syrian government is responsible for fuel shortage in al-Shahba"

Mustafa Muhammad an administrator in the Fuel Committee explained that due to the lack of fuel, queues of cars await to get 20 liters of diesel, and they suffer from difficult conditions which prevents the entry of fuel into the area.

Muhammad noted that the Syrian government imposes taxes estimated in the millions in the event that a truckload of medicines and medical supplies enters the area.

"Imminent humanitarian catastrophe if crossings, roads to al-Shahba not opened”

For his part, the co-chair of the Social Affairs Authority in Afrin canton, Abdul Hanan Mamo, said that the displaced people of Afrin who live in the camps and semi-destroyed houses, have been suffering difficult conditions since the occupation of the city of Afrin and the forcible displacement of its residents to al-Shahba canton, due to the extermination policies practiced by the Syrian government and the Turkish occupation state.

Mamo confirmed that they are experiencing difficult conditions by securing fuel for the bakeries and water tanks, in addition to the hospital and medical points, due to the Damascus government's prevention of the entry of basic materials to the area.

Mamo denounced the failure of international and humanitarian organizations concerned with refugee affairs in their ineffective role in helping the displaced people of Afrin within the besieged camps and semi-destroyed homes.

Syrian government imposed a siege more severe than Caesar on Afrin IDPs!

As for the co-chair of the Afrin Canton Council, Muhammad Naso, he confirmed at the beginning of his speech that the United States of America imposed Caesar's Law on Syria, but the Damascus government imposed a tighter siege than that.

Naso added that the Syrian government's checkpoints prevent the transfer of patients to Aleppo hospitals for treatment, saying: "Recently, people have been completely prevented from leaving and entering al-Shahba canton, not to mention goods, fuel and medical supplies."

Naso pointed out that the Turkish occupation and its mercenaries shelled continuously and almost daily the villages of al-Shahba canton and Sherawa district, in which dozens of people lost their lives as a result.

The co-chair of the Afrin Canton Council held the Russian forces responsible for the actions of the Damascus government and the Turkish occupation against the displaced people of Afrin in the region.
